Chongqing's latest property management charging method

Article 1 These Measures are formulated in accordance with the Price Law of People's Republic of China (PRC), Regulations of Chongqing Municipality on Property Management, Measures of the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development for the Administration of Property Service Charges, etc. , in order to regulate the behavior of property service charges and safeguard the legitimate rights and interests of owners and property service enterprises.

Article 2 These Measures shall apply to the management of property service charges within the administrative area of this Municipality.

Article 3 Property service charges refer to the fees charged by property service enterprises to owners for the maintenance, conservation and management of houses, supporting facilities and equipment and related sites, and for maintaining environmental sanitation and order in relevant areas.

Article 4 Advocate owners to choose property service enterprises through an open, fair and just market competition mechanism; Encourage property service enterprises to carry out legitimate price competition and promote the formation of property service charges through market competition.

Fifth city price departments in conjunction with the municipal real estate administrative departments responsible for the supervision and management of the city's property service charges.

The price departments of counties (autonomous counties) shall, jointly with the real estate administrative departments at the same level, be responsible for the supervision and management of property service charges within their respective administrative areas.

Sixth property service charges should follow the principles of rationality, openness, and cost and service level.

Seventh property service charges according to the nature and characteristics of different properties, respectively, the implementation of government guidance price and market adjustment price.

Within the scope stipulated in Chongqing Residential Property Service Grade Standard, the pre-property service charges for residential services and supporting parking lots shall be subject to government-guided prices.

Property service charges and residential use changes other than those specified in the preceding paragraph shall be subject to market-regulated prices.
