Legal Analysis: 202 1 The implementation of the property management regulations includes: the administrative department of construction in the State Council, which is partly responsible for the supervision and settlement of property settlement activities nationwide. The annual meeting of owners forms the general meeting of all owners in the community. The owners of the same residential area shall, under the guidance of the real estate administrative department of the people's government at the county level where the property is located and the local neighborhood offices and township people's governments, organize the annual meeting of owners and elect the owners' committee.

Legal basis: Article 5 of the Regulations on Property Management states that the construction administrative department of the State Council is responsible for the supervision and management of property settlement activities throughout the country. The real estate administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of property settlement activities within their respective administrative areas.
