Article 12 In case of any of the following circumstances within the property management area, the subdistrict office and the Town People's Government may organize the establishment of a property management committee to act as the owners' committee:
(a) do not have the conditions for the establishment of the owners' meeting;
(two) with the conditions for the establishment of the owners' meeting, the street office and the town people's government failed to convene the first meeting of the owners' meeting after two organizations;
(three) the owners' meeting did not elect the owners' committee or did not complete the general election of the owners' committee, and did not elect the owners' committee or the new owners' committee within three months under the guidance of the subdistrict office and the town people's government. Article 13 The property management committee shall be organized and established by the subdistrict office or the town people's government, and shall be composed of personnel designated by the owner, the subdistrict office or the town people's government and the residents' committee, with the personnel designated by the subdistrict office or the town people's government as the convener. The number of property management committees shall be an odd number of more than seven, of which the owners' members shall be no less than 50%.
The owners of the property management committee shall be determined by the neighborhood offices and the Town People's Government from the owners recommended by the residents' committee. The owners' committee should be enthusiastic about public welfare undertakings, have a strong sense of responsibility and have certain organizational ability.
Neighborhood offices and town people's governments shall disclose the list of members of the property management committee to all owners by posting announcements in prominent positions in the property management area and publishing them on the property management information platform. Article 14 The property management committee shall have an executive member who shall be responsible for the daily affairs of the property management committee. The Executive Committee is elected by members of the Property Management Committee. Fifteenth property management committee needs to make a decision involving the interests of the owners, it shall discuss the decision collectively.
When dealing with the following matters, the property management committee shall solicit and obtain the consent of the owners whose exclusive parts account for more than half of the total building area and more than half of the total number of people:
(1) Formulating and amending management regulations;
(two) to formulate the contents and standards of property services and the charging scheme for property services;
(three) the selection and dismissal of property services companies;

(6) Other matters determined by laws, regulations, rules and management regulations that should be decided by the owner.
The property management committee shall solicit the consent of the owners whose exclusive parts account for more than two-thirds of the total area of the building and more than two-thirds of the total number of people when handling the collection and use of special maintenance funds, the renovation and reconstruction of buildings and their ancillary facilities.
