The "Notice" clarifies the work objectives, and strives to achieve a significant improvement in the order of the real estate market in about three years, continuously improve the supervision system, basically establish the supervision information system, gradually form the work pattern of various departments, effectively curb violations of laws and regulations, and significantly reduce the number of complaints from the masses. Establish and improve a long-term management mechanism, and establish a multi-departmental joint investigation mechanism to continuously purify the real estate market environment and maintain the stable and healthy development of the real estate market in the province.

The main contents of this notice rectification mainly involve four aspects: real estate development, house sale, house leasing and property services, including publishing false real estate advertisements, malicious speculation disrupting market order, failing to implement pre-sale fund supervision as required, hoarding houses, illegally obtaining operating loans and other 32 illegal acts.

Specifically, in real estate development, the focus is on rectifying real estate development enterprises to engage in real estate development and management without obtaining real estate development qualification certificates; Failure to complete the review and filing of construction drawing design documents, failure to start construction according to construction drawing design documents and other illegal acts; Non-force majeure factors are not delivered as scheduled according to the house sales contract, and houses that have not been completed and accepted for the record of project quality are delivered for use; Failing to build supporting facilities according to the construction standards approved by the planning or design department, unclear definition of public * * * area ownership, failure to fulfill previous service commitments, and social conflicts.

In terms of housing sales, the focus of this rectification is to publish false real estate advertisements, house prices and other false information, maliciously speculate and disrupt market order; Failing to implement the supervision of pre-sale funds according to regulations, embezzling, misappropriating or evading the supervision of transaction funds; Hoarding property or housing in disguised form; Illegal collection of "tea fee", "group purchase fee, activity fee" or "extra fee" through intermediaries and decoration companies; It is illegal to advance or disguise the down payment for real estate speculators by providing "down payment loan" or adopting "down payment installment".

In terms of housing lease, the Notice clearly focuses on the management mode of "AG low rent" (the rent paid to the housing owner is higher than that paid to the lessee) and "long rent and short payment" (the rent paid to the lessee is longer than that paid to the housing owner); Carry out housing rental consumer loan business in violation of regulations; Forcing or tricking the lessee into signing a "rent loan" against the lessee's wishes; Failing to handle the rent supervision according to the regulations, and failing to set up a rent fund supervision account in a commercial bank.

In terms of property services, the key point is to rectify the behavior of not providing services according to the matters and standards agreed in the property service contract or not providing services in place;

Failing to publicize the contents of property services, service standards, charging items, charging standards, operating income of some owners, use of maintenance funds and other related information in a prominent position in the property area; Charging fees beyond the standard of charging items agreed in the contract or publicized; Unauthorized use of some owners to carry out business activities, such as advertising, parking, etc. Occupy and misappropriate part of the operating income of the owner.
