Can the property parking fee only be used in the garage?

Provisions on the Administration of Property Parking Lot

According to Article 73 of the Property Law, roads, green spaces, public facilities and property services in residential areas belong to the owners. Article 74 stipulates that parking spaces that occupy roads or other venues owned by the owner for parking cars shall be owned by the owner. For shared parking spaces, the property has no right to charge parking fees. If it is necessary to entrust the property management, the representatives of the owners' committee can negotiate with the property on the parking management fee standard of the community and stipulate it in the contract to avoid charging the parking fee at a high price.
