The local people's governments at or above the county level shall implement the responsibility system for fire control work, incorporate fire control work into the overall plan for economic and social development, establish a normalized fire hazard investigation and rectification mechanism, establish a public security fire brigade and a full-time government fire brigade according to law, and organize and lead fire fighting and emergency rescue work. Organs, organizations, enterprises, institutions and other units shall implement the main responsibility of fire control safety, clarify the person responsible for fire control safety and their responsibilities, ensure the investment in fire control work, equip fire control facilities and equipment in accordance with relevant standards, and establish full-time or volunteer fire brigades and mini fire stations as needed. At the same time, stricter fire safety responsibilities are stipulated for key fire safety units and high-risk fire units.
