Article 22 When new civil buildings are built in cities, basements that can be used for air defense in wartime shall be built in accordance with relevant state regulations.

Article 25 The competent departments for civil air defense shall supervise and inspect the maintenance and management of civil air defense works. The maintenance and management of public civil air defense works shall be the responsibility of the competent civil air defense department. The relevant units shall, in accordance with the provisions of the state, maintain and manage the civil air defense projects that have been built or used, so as to keep them in good use.
