The competent departments of housing and urban construction (housing security) of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate a model text of the lease contract for public rental housing. After the signing of the contract, the owner of the public rental housing or the operating unit entrusted by it shall report the contract to the housing security department of the people's government at the municipal or county level for the record within 30 days.
