Can the community set up property autonomy?

A community can set up its own property to govern itself, but it cannot set up a property management company. If the owner wants to set up a residential property management company, he must follow legal procedures, such as qualification procedures and bidding procedures. And they can't set up their own management company. However, if the community itself has property services, it can only replace the community property company after the service expires.
