Regulations of Yanbian Korean Autonomous Prefecture on Urban Management

Chapter I General Provisions Article 1 In order to strengthen urban management, improve the level of public services and build a civilized, harmonious and ecologically livable city, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of the Autonomous Prefecture. Article 2 These Regulations shall apply to the urban management activities in the urban built-up area where the Municipal People's Government is located and the town built-up area where the county people's government is located.

The specific implementation scope of urban management includes: all the work of municipal public facilities operation management, city appearance and environmental sanitation management and landscaping management, as well as some work related to urban management in public space order management, illegal construction management, environmental protection management and traffic management. Article 3 Urban management follows the principles of people-oriented, governance according to law, consistency of rights and responsibilities, collaborative innovation, public participation and social supervision. Article 4 County (city) people's governments shall incorporate urban management into national economic and social development planning and land space planning, and urban management funds shall be included in the fiscal budget at the same level, which shall be commensurate with the speed and scale of urban development. Fifth Autonomous Prefecture People's government is responsible for organizing the implementation of these regulations.

County (city) people's government should strengthen the leadership of urban management within its jurisdiction, formulate urban management objectives, rationalize urban management power, establish mechanisms such as overall coordination, assessment and evaluation, funding guarantee and accountability, and study and solve major problems in urban management.

Township (town) people's governments and sub-district offices are responsible for organizing and implementing the specific work of urban management within their respective jurisdictions.

The urban management department of the county (city) people's government shall perform the duties of urban management according to law, formulate the development plan of urban management, and exercise the power of administrative punishment within the specific implementation scope of urban management as stipulated in these Regulations.

The relevant departments of the county (city) people's government such as natural resources, housing and urban and rural construction, ecological environment, market supervision and management, transportation, public security, water conservancy, agriculture and rural areas shall do a good job in urban management according to their respective responsibilities. Sixth water supply, heating, power supply, gas supply, postal services, communications, cable television, public transportation and other service units. It shall ensure the normal operation, safety and cleanliness of equipment and facilities within its business scope, and cooperate with urban management.

Property service units and community residents' committees have the right to dissuade acts in violation of urban management regulations in residential areas under their jurisdiction; If dissuasion is ineffective, it shall promptly report and assist the urban management department or relevant departments to investigate and deal with it according to law. Article 7 The county (city) people's government shall implement the refined urban management mode, establish an efficient supervision, coordination and command mechanism, establish a refined urban management standard system, establish a digital urban management supervision and command platform, and gradually realize the full coverage of refined urban management. Article 8 County (city) people's governments shall strengthen publicity and education, guide and standardize public civilized behavior, carry forward socialist core values, and improve the civilized quality of citizens and the level of urban civilization.

Citizens, legal persons or other organizations shall abide by laws and regulations, maintain the order of urban management, actively participate in urban management-related activities, make criticisms and suggestions on urban management, and report violations of urban management regulations in various ways.

Citizens, legal persons or other organizations who report illegal clues verified by the urban management department or relevant departments shall be rewarded, and the reward measures shall be formulated by the county (city) people's government. Chapter II Administration of City Appearance and Environmental Sanitation Article 9 The system of responsible area and responsible person shall be implemented in the administration of city appearance and environmental sanitation. The urban management department shall set the responsibility area, responsible person and responsibility requirements according to the actual situation, and inform the responsible person in writing.

The responsible person shall persuade and stop the acts that violate the provisions on the administration of city appearance and environmental sanitation in the responsible area, and report them to the urban management department for handling. Article 10 The property owner of a street-facing building shall ensure that the facade of the building (structure) is clean and tidy, that the external walls and ancillary facilities are firm and safe, and that the appearance of the city is affected by damage, shedding and pollution, etc., and shall be renovated, cleaned and replaced in time.

No unit or individual may illegally build affiliated buildings (structures). Eleventh outdoor advertising, plaque facilities (including electronic screens) shall conform to the professional planning of city appearance; If there is no plan, it shall meet the requirements of the location, volume and quantity stipulated by the local urban management department.

The establishment of large outdoor billboards must obtain the consent of the city management department, and go through the examination and approval procedures in accordance with the relevant provisions.

Outdoor advertising, plaque facilities should be in accordance with the provisions of the Yanbian Korean Autonomous Prefecture Korean language work regulations, the use of standardized Korean language and the national common language.

Outdoor advertising, plaque setting should strengthen daily maintenance, timely repair or update the damaged, discolored, font incomplete and other advertising plaque that affects the city appearance or endangers public safety; Expired or abandoned, it shall be removed in time. Twelfth county (city) people's government should speed up the establishment of domestic waste classification, collection, transportation and treatment management system, to achieve effective coverage of domestic waste classification system.

Units and individuals that produce domestic garbage shall pay the domestic garbage disposal fee, and the specific charging standard shall be decided by the county (city) people's government according to local conditions.

Units and individuals shall, in accordance with the relevant provisions of the county (city) people's government on the disposal of domestic garbage, put the domestic garbage into the designated garbage container or collection place.

It is forbidden to dump, scatter, pile up or burn domestic garbage at will.
