In order to protect the personal and property safety of the public and the people, and effectively prevent noise and air pollution, according to the Law on the Prevention and Control of Air Pollution in People's Republic of China (PRC), the Regulations on the Safety Management of Fireworks and Firecrackers in the State Council, the Regulations on the Prevention and Control of Air Pollution in Henan Province and the relevant requirements of the provincial and municipal governments, the governments of counties (cities, districts) in Anyang City have successively issued notices prohibiting the sale and discharge of fireworks and firecrackers nationwide. The relevant requirements for prohibiting the discharge of fireworks and firecrackers in Anyang City are hereby notified as follows:

First, it is forbidden to produce, sell, store, transport and set off fireworks and firecrackers in the administrative area under the jurisdiction of Anyang City at any time.

Two, it is forbidden to carry fireworks and firecrackers on public transport, it is forbidden to mail fireworks and firecrackers, and it is forbidden to carry fireworks and firecrackers in checked baggage, parcels and mails.

Three, prohibit shopping malls, supermarkets, farmers' markets, mobile vendors and other units and individuals to buy and sell fireworks.

Four, hotels, restaurants, parks, stations, shopping malls, squares and other public places management personnel, organs, enterprises and institutions, the person in charge of residential areas and property management personnel, wedding service personnel responsible for the supervision and management of the prohibition of fireworks, to discourage relevant personnel from setting off fireworks; If dissuasion is ineffective, report it to the public security organ.

Five, the guardian of minors shall educate minors to prohibit the discharge of fireworks and firecrackers, and stop minors from discharging fireworks and firecrackers. Minors who set off fireworks and firecrackers shall be ordered by the public security organs to strictly discipline their guardians; If damage is caused, the guardian shall be liable for compensation according to law.

Six, in violation of the provisions of the fireworks ban, production, sale, storage, transportation, discharge of fireworks, the parties shall be investigated for legal responsibility according to law.
