The term "property management" as mentioned in these Regulations refers to the activities of owners to maintain the environmental sanitation and related order within the property management area by hiring property service enterprises, entrusting other managers (hereinafter referred to as property managers) or maintaining, conserving and managing their own houses and supporting facilities and related venues. Article 3 The people's governments at or above the county level shall incorporate property services into the development planning of modern service industry, community construction planning and social governance system, establish a comprehensive coordination mechanism for property services, and promote the development of property services and the construction of national unity and harmonious communities. Fourth real estate administrative departments of the people's governments at or above the county level shall supervise and manage the property management activities within their respective administrative areas.
Planning, construction, public security, fire protection, price, civil affairs, quality and technical supervision, environmental protection, urban management, municipal utilities and other relevant departments shall be responsible for the supervision and management of property management according to their respective responsibilities. Article 5 Sub-district offices or township people's governments, under the leadership of Party organizations at the same level, are responsible for organizing and guiding the owners in their respective jurisdictions to set up owners' congresses, elect the executive bodies of owners' congresses, supervise the owners' congresses and the executive bodies of owners' congresses to perform their duties according to law, coordinate the relationship between property services and community management and community services, and mediate and handle disputes over property management services; The residents' committee shall assist the subdistrict office or the Township People's Government to carry out the work related to property management.

Article 7 People's governments at or above the county level shall formulate policies to encourage property management areas to implement socialized, professional and market-oriented property services, adopt new technologies and methods, and rely on scientific and technological progress to improve the level of property management and services. Eighth property service industry organizations should strengthen industry self-discipline management, establish integrity files, establish and improve the self-discipline system of property service enterprises and their employees, and urge property service enterprises to operate and serve in good faith. Chapter II Management of Newly-built Property and Pre-built Property Section 1 Property Management Areas Article 9 New buildings shall reasonably divide property management areas according to the scope of the red line map determined in the construction land planning permit, taking into account factors such as building scale, facilities and community construction.
Development and construction by stages or by two or more construction units using the same supporting facilities shall be designated as a property management area. Article 10 Before a construction unit sells a house, it shall apply to the county (city) real estate administrative department for the division of property management areas with information such as construction land planning permit, construction land use right certificate, construction project planning permit, and place name approval document.
County (city) real estate administrative departments shall, within 20 days from the date of accepting the application, solicit the opinions of neighborhood offices or township people's governments and public security, fire protection, municipal utilities and other departments, divide the property management areas, and inform the construction unit in writing.
The construction unit shall clearly indicate the designated property management area to the buyer before the house is sold. Article 11 If the property management area needs to be adjusted after demarcation, it shall be re-divided by the county (city) real estate administrative department in accordance with the provisions of this Ordinance with the consent of the owners whose exclusive parts account for more than two-thirds of the total construction area and more than two-thirds of the total number. Section 2 Supporting Facilities Article 12 Public service facilities such as education, medical and health care and community service. In the property management area according to the planning and construction, construction by the government and bear the corresponding costs; With the construction of heating exchange, power distribution, gas pressure regulation, garbage transfer, public toilets, fire fighting and commercial services and other facilities, the construction unit shall be clearly defined in the construction project approval and filing documents, and the ownership of property rights shall be clearly defined, and the construction cost shall be borne by the property unit.
If the municipal public facilities such as water, electricity, gas and heat in the property management area are funded by the construction unit, the construction unit shall negotiate with the professional business units such as water, electricity, gas and heat on the supply mode, main technical indicators, quality assurance and service life, and sign a written agreement. The agreement shall specify the design and construction requirements, the selection of materials and equipment, and the rights and obligations of relevant product suppliers to participate in the project completion acceptance. Thirteenth property management areas in accordance with the planning and construction of non-public education, culture, sports and other facilities, should be clear about the investment subject, property ownership. Belonging to the construction unit, priority should be given to the owners of the property management area.
