Regulations of Jiujiang Municipality on Environmental Sanitation Management

Chapter I General Provisions Article 1 In order to strengthen environmental sanitation management and create a clean, beautiful, ecological and civilized working and living environment, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations of the State Council on the Administration of Urban Appearance and Environmental Sanitation and other relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to environmental sanitation management and related activities within the administrative area of this Municipality. Article 3 The people's governments of cities and counties (cities, districts) shall be responsible for the management of environmental sanitation in their respective jurisdictions, incorporate environmental sanitation into the national economic and social development plan at the corresponding level, improve the management system, strengthen infrastructure construction, include the required funds in the fiscal budget at the corresponding level, and ensure them in full and on time.

Sub-district offices and township (town) people's governments are responsible for the specific work of environmental sanitation management within their respective jurisdictions, and guide neighborhood (village) committees to carry out environmental sanitation management.

Neighborhood (village) committees shall assist in environmental sanitation management, and organize and mobilize relevant units and personnel in the region to participate in environmental sanitation management. Fourth city and county (city, district) people's government (Administrative Committee) urban management department is the competent department of urban environmental sanitation work, responsible for the organization, coordination, guidance, supervision and assessment of urban environmental sanitation management.

The competent department of rural environmental sanitation work is determined by the people's governments (administrative committees) of cities and counties (cities, districts).

The people's government (CMC) development and reform, finance, public security, natural resources, housing and urban and rural construction, ecological environment, health, agriculture and rural areas, rural revitalization, transportation, water conservancy, education, culture, radio, film and television, press and publication, tourism, market supervision and management departments shall, according to their respective functions and duties, do a good job in environmental sanitation management. Article 5 The people's governments of cities and counties (cities, districts) (administrative committees) shall strengthen publicity and education on environmental sanitation, guide citizens to establish awareness of maintaining environmental sanitation, and develop good hygiene habits.

Newspapers, radio, television, online media, etc. Public welfare propaganda of environmental sanitation should be strengthened, and public opinion supervision should be carried out on behaviors that undermine environmental sanitation. Article 6 The people's governments (administrative committees) of cities and counties (cities, districts) and their relevant institutions shall organize patriotic health campaigns, regularly carry out disinfection and sterilization, remove sanitary corners and breeding places of mosquitoes and flies, and create a clean, orderly, healthy and livable working and living environment. Article 7 All units and individuals shall maintain environmental sanitation and take good care of environmental sanitation facilities, and have the right to persuade and report acts that damage environmental sanitation or environmental sanitation facilities, and the accepting department shall promptly reply to the informants. Chapter II Management of Urban Environmental Sanitation Article 8 The system of responsible area and responsible person shall be implemented in urban environmental sanitation, and the responsible person shall be responsible for environmental sanitation management in the responsible area.

Those responsible for environmental sanitation operations shall be responsible for roads, bridges, squares, green spaces and other public areas, public drainage networks, public toilets and septic tanks that are included in the scope of public environmental sanitation operations. The public * * * environmental sanitation operation scope is proposed by the urban management department of the county (city, district) people's government (administrative committee) in conjunction with the subdistrict office and the township (town) people's government in accordance with the law and submitted to the county (city, district) people's government (administrative committee) for determination.

The responsible areas and persons who are not included in the scope of public environmental sanitation operations are determined in accordance with the following provisions:

(a) roads, railways, tunnels, urban underground passages, forests, green spaces, river and lake shoreline management areas, sewage and flood drainage ditches, the responsible person is the management unit;

(two) the responsibility of the residential area where property management is implemented is the property service person; Residential areas that have not implemented property management and streets that have not been included in the scope of public environmental sanitation operations are responsible for the local sub-district offices and township (town) people's governments;

(3) cultural tourism, sports, entertainment, commerce, parks and other places, as well as airports, passenger stations, gas stations, ports, docks and various parking lots. , the responsible person is the unit;

(four) the office, production and business premises of organs, enterprises and institutions, social organizations and other organizations, and the responsible person is the unit;

(5) The person in charge of the construction site is the construction unit; The person responsible for the demolition site is the demolition unit; The responsible person for the construction land to be built or the long-term shutdown of construction land is the construction unit; The person responsible for the unsold state-owned construction land is the state-owned construction land management unit;

(six) the scope of the "three guarantees" in front of the street shop, and the responsible person is the operator or the owner;

(seven) approved the temporary occupation of roads or public places, the responsible person is the occupier.

The area of responsibility and the responsible person are not clear, which shall be determined by the urban management department in conjunction with the subdistrict office and the township (town) people's government according to the actual situation and announced to the area of responsibility. If the responsibility of the responsibility area across administrative regions is not clear, it shall be determined by the urban management department of the people's government at the next higher level. Article 9 The person in charge of the environmental sanitation responsibility area shall bear the following responsibilities:

(a) to keep the environment clean, regular cleaning, cleaning, timely cleaning of water and snow after rainfall and snowfall, so that no garbage, sewage, stains and muck exposure;

(two) set up environmental sanitation facilities in accordance with the provisions, and keep them clean and in good condition;

(three) other environmental health duties as prescribed by laws, regulations and rules.

The responsible person shall persuade and stop the acts that violate the regulations on environmental sanitation management in the responsible area; Persuade and stop ineffective, it shall report to the urban management department.

Sub-district offices and township (town) people's governments shall, jointly with the urban management department and the person responsible for environmental sanitation maintenance, sign a letter of environmental sanitation responsibility, clarify the responsibility and area of environmental sanitation maintenance, and check the performance of the responsible person.
