Legal analysis: There are usually two situations when the owner fails to pay the property management fee: (1) The owner takes the historical issues related to the developer to the property management, such as the housing quality problem and the developer's unfulfilled promise; (2) The owners are not satisfied with the property management services, such as security and cleaning services. Among them, the second case can be resolved through judicial judgment, and the first case needs to be resolved through consultation between the developer and the owner.

Legal basis: Article 41 of the Regulations on Property Management, the owner shall pay the property service fee according to the agreement in the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.
