First, create a range.

All residential areas with clear boundaries, residential areas without clear boundaries but relatively independent in daily management, and communities in the whole region.

Second, create standards.

Criteria for establishing communities without epidemic areas

In communities where there are no confirmed cases and asymptomatic infected persons for five consecutive days, and there are no serious negative situations involving epidemic situation and land, epidemic-free communities shall be established according to the standards of good basic work, good mass mobilization, good prevention and control measures, good environmental sanitation and good publicity atmosphere.

Criteria for establishing epidemic-free communities

For five consecutive days, there are no confirmed cases, asymptomatic infected persons, serious negative situations involving epidemic situation and land, and the communities above 1/3 under their jurisdiction have been awarded the title of epidemic-free communities, and they can participate in the establishment of epidemic-free communities.

Third, the way of creation.

1. Create Process

The construction of epidemic-free areas shall be carried out in accordance with the principle of territorial management. For communities that meet the "five good" standards, in principle, they shall be declared by their communities. After the on-site inspection and approval of the streets and management committees, it shall be reported to the community prevention and control service group of the district epidemic prevention and control headquarters for review, and finally reported to the community prevention and control service group of the municipal epidemic prevention and control headquarters for the record.

The establishment of communities without epidemic areas shall, in principle, be applied by the streets and administrative committees, audited by the community prevention and control service group of the district epidemic prevention and control headquarters, and finally reported to the district epidemic prevention and control headquarters for examination and determination.

2. Dynamic management

After the identification of the epidemic-free community, the identification of the epidemic-free community will be cancelled when there are new confirmed cases and asymptomatic infected people in the community, or when there are serious negative situations involving the epidemic situation and stability. When there are new suspected cases, fever cases or close contacts in the community, the identification of epidemic-free communities will be suspended. If the above-mentioned new cases are converted into confirmed cases, the identification of epidemic-free communities will be cancelled; If the above-mentioned new personnel exclude COVID-19 cases, the community without epidemic situation will be recognized again, and the suspension time can be continuously recorded in the time without epidemic situation. After meeting the requirements, it can be re-evaluated.

Non-epidemic community management is implemented with reference to the dynamic management mode of non-epidemic community.

3. Supervision and inspection

The district epidemic prevention and control headquarters shall supervise the reporting and evaluation of each street through random sampling and accepting reports from the masses. Inform the whole region of the existence of fraud and other situations and seriously pursue responsibility.

Fourth, the incentive mechanism

If it is assessed as an epidemic-free community or an epidemic-free community, it will be rewarded to encourage community residents, and the property companies, construction units and units under its jurisdiction that have made outstanding contributions will be given honorary titles.
