In fact, since July 23 this year, the Ministry of Housing and Urban-Rural Development and other eight departments jointly issued the Notice on Continuing to Rectify and Standardize the Order of the Real Estate Market, many places have followed suit. According to the incomplete statistics of China Housing Network, up to now, at least 20 cities including Tianjin, Xiamen, Zhejiang, Jiangxi, Shanxi, Liaoning, Yunnan, Suzhou, Anhui, Shandong, Hainan, Guangdong, Hebei, Fujian, Heilongjiang and Xinjiang have issued action plans to rectify and standardize the order of the real estate market.
A large-scale three-year rectification movement is being carried out rapidly throughout the country.
Clarify the "road map" and "timetable" of remediation actions.
Judging from the rectification action plans announced by various localities, the outstanding problems in the four fields of real estate development, house sale, house leasing and property services will be the key rectification directions of various localities.
In terms of real estate development, many places have proposed to rectify the illegal construction of real estate development enterprises; Not according to the construction drawing design documents development and construction; Failing to deliver the house on schedule as agreed in the house sales contract; Quality problems such as leakage, cracking and hollowing of houses; Failing to build supporting facilities in accordance with the standards for the construction of supporting residential quarters.

In terms of housing sales, many cities will focus on rectifying the behavior of real estate development enterprises that have not obtained the "Pre-sale Permit for Commercial Housing" according to regulations or sold commercial housing without meeting the sales conditions; Publish false and illegal real estate advertisements and publish false housing information; Hoarding property and housing; Illegal collection of advance payment, "tea fee" and other fees, disguised price increases; Bundled sales between parking spaces and storage rooms; Fabricating, spreading false information, driving up housing prices, speculating on "school districts" and other contents that disrupt market order.
In terms of housing leasing, we will focus on rectifying the housing leasing enterprises that did not push the opening report through the supervision service platform and did not submit the relevant leasing information in a true and complete manner; The network information platform fails to fulfill the responsibility of verifying the qualification of the information publishing subject; Deduct the rent deposit; Forced eviction of tenants by violence, threats, etc.; Carry out housing rental consumer loan business in violation of regulations; There are high-risk business behaviors such as "AG low output" and "long income and short payment"; Failing to handle rent supervision as required; Not clearly marked as required, etc.
In terms of property services, the key rectification development and construction units failed to select the early property service enterprises through bidding; The property company fails to publicize the relevant information such as the charging standard of property services, the operating income of some owners, and the use of maintenance funds; Charge fees beyond the standard or formula stipulated in the property service contract; Unauthorized use of part of the owner's site to carry out business activities, embezzlement and misappropriation of part of the owner's operating income; Refusing to withdraw from the realty service project without justifiable reasons after the realty service contract is dissolved or terminated according to law.
On the whole, the action rectification plans in various places are highly consistent with the spirit and work deployment direction conveyed in the notice issued by eight departments including the Ministry of Housing and Urban-Rural Development in July. In addition, many cities have also increased the content of rectification according to local conditions.
For example, both Zhejiang and Heilongjiang have put forward the requirements of real estate assessment. Among them, Zhejiang proposed to focus on rectifying the act of altering, reselling, leasing, lending or illegally transferring the registration certificate of real estate appraisal institutions in other forms; Meet the requirements of overestimation or underestimation, give kickbacks, maliciously depress fees and other unfair competition behaviors. Heilongjiang said that it will focus on rectifying problems such as unauthorized transfer of entrusted valuation contract business and failure to issue valuation reports as required.
At the same time, various localities have also refined the specific stage arrangements in the remediation action plan. For example, Liaoning proposed that the centralized rectification action should start from 20211and last until 2024 12. It will be carried out in four stages: planned mobilization and deployment, centralized self-examination and self-correction of enterprises, inspection and rectification, and long-term mechanism construction. Yunnan said that it takes about three years to go in three steps, which are divided into three stages: mobilization and deployment, self-examination and self-correction, comprehensive rectification, establishment of a long-term mechanism, and implementation of normalized management.
Zhejiang, Shandong, Shanxi, Anhui, Xinjiang and other cities have further refined the schedule of each stage. Take Shandong as an example.
