Compared with the previous regulations, the new management agreement increases the obligation of domestic waste classification and the content of emergency plan in case of emergency, and lowers the voting threshold for the use of maintenance funds, subject to the consent of more than half of the owners who voted and more than half of the owners who voted.

Who will be the "housekeeper" of the property, who will form the owners' committee, and whether to apply for "overhaul fund" for leaking houses ... Many things in residential quarters need the owners to decide.

How to strive for the "greatest common divisor"? According to the management regulations, nine major issues, such as formulating and amending the rules of procedure of the owners' congress, electing the owners' committee or replacing the members of the owners' committee, hiring and dismissing property service providers, using and raising funds for the maintenance of buildings and their ancillary facilities, and rebuilding or rebuilding buildings and their ancillary facilities, belong to the same decision of the owners. Owners can take buildings, units and floors as units to * * * decide the property management matters in their own units.

Among them, the owners' use of maintenance funds for buildings and their ancillary facilities shall be approved by the owners who account for more than two-thirds and more than two-thirds of the exclusive area, and approved by more than half of the owners who participate in the voting.

Compared with the previous use of buildings and their ancillary facilities, maintenance funds have to be approved by "two-thirds" of the owners, and the new management regulations have lowered the voting threshold.

"According to the relevant provisions of the Civil Code on owners' voting, combined with the reality of property management in this city, the management statute appropriately lowered the voting threshold for owners' decision-making, especially the use of maintenance funds for buildings and their ancillary facilities." According to the relevant person in charge of the Municipal Commission of Housing and Urban-Rural Development, this revision will greatly lower the voting threshold of the owners and help to form a unanimous decision.

At the same time, in combination with the provisions of the Beijing Property Management Regulations, the management protocol clearly includes "raising funds for the maintenance of buildings and their ancillary facilities" and "changing the use of part of * * * or using part of * * * to engage in business activities" into the matters decided by the owners for the first time. For these two matters, it should be approved by the owners who vote for more than three-quarters of the exclusive area and more than three-quarters of the people who vote.

What owners can and can't do in the community has always been one of the important contents in the management regulations.

In addition to observing the regulations of indoor decoration, orderly parking of motor vehicles and balcony closure, compared with the previous regulations, the new management regulations have specially increased the contents of garbage sorting and advocating civilized behavior.

It is proposed in the articles of association that the owners should abide by the Regulations of Beijing Municipality on the Management of Domestic Waste, fulfill the responsibilities of domestic waste producers according to law, reduce the generation of domestic waste, and undertake the obligation of domestic waste classification; Do not throw away garbage or discharge pollutants at will; Abide by the Regulations of Beijing Municipality on the Promotion of Civilized Behavior, and cooperate with relevant inspection and isolation treatment when suffering from infectious diseases; Control the noise of family indoor activities to avoid interfering with the normal life of others.

If the temporary withdrawal of the realty service enterprise leads to the out-of-control of the community, according to the provisions of the Regulations of Beijing Municipality on Property Management, neighborhood offices and township people's governments shall organize relevant units to determine emergency realty service providers, provide emergency services such as water supply, garbage removal and elevator operation, and maintain the basic living services of the owners. The contents of this "emergency plan in case of emergency" have also been written into the new management regulations.

According to the statute, when an emergency in the property management area is out of control, the subdistrict office and the township people's government shall organize relevant units to determine emergency property service providers, provide emergency services such as water supply, garbage removal and elevator operation, and maintain the basic living services of the owners. To provide emergency property services, neighborhood offices and township people's governments shall publicize the service contents, service duration, service fees and other related contents in a prominent position in the property management area. The emergency property service period shall not exceed six months, and the expenses shall be borne by all owners.
