First, increase fiscal and tax credit support and encourage residents' housing consumption.
(A) improve the utilization rate of provident fund
1. Relax the scope of enjoying the first suite policy. In order to improve living conditions, employees apply for housing provident fund loans and have no housing provident fund debts, and implement the first home loan policy. The minimum down payment ratio of the first suite is 20%.
2. Increase the loan amount. The maximum loan amount for employees who pay housing provident fund will be raised from 400,000 yuan to 600,000 yuan; The loan amount shall not exceed 20 times and 30 times of the deposit balance of both husband and wife. If the deposit balance is less than 654.38 million yuan, it shall be calculated as 654.38 million yuan.
3. Relax the loan conditions for houses under construction. Anyone who buys a house in Panzhihua and can provide proof of housing provident fund deposit can apply for housing provident fund loans in Panzhihua.
4. Extend the loan term. First, relax the loan period of re-traded houses, and adjust "the age of re-traded houses is not more than 20 years" to "the sum of loan period and age is not more than 35 years"; Second, the time limit for employees to apply for housing provident fund loans can be extended to five years after retirement.
5. Carry out business-to-business business. Workers who purchase housing with commercial loans can convert commercial loans into housing provident fund loans upon the borrower's application and the consent of the original lending bank.
6. Cancel the intermediate cost of housing provident fund loans. The appraisal fee, notarization fee and installment guarantee fee charged to individuals shall be borne by Panzhihua Housing Provident Fund Management Center, not charged to borrowers.
7. Relax the conditions of cooperation with development enterprises. After the real estate development project obtains the pre-sale permit, the housing provident fund management center can accept, review and issue individual housing loans from the housing provident fund.
8. Relax the time limit for buying houses. If you purchase housing after policy adjustment and apply for housing provident fund withdrawal, the time limit of "handling within one year" will be cancelled.
9. Relax the withdrawal amount of housing provident fund. The withdrawal amount is adjusted from "no more than the previous year's storage balance of husband and wife's housing provident fund" to "no more than the current storage balance of husband and wife's housing provident fund".
10. Carry out self-occupied housing accumulation fund to extract property fees. Deposited employees can withdraw the provident fund to pay the property management fee for self-occupied housing.

For three groups of people who have newly purchased ordinary commodity housing in our city (140m2 and below, including second-hand houses), rural residents in our city, employees of state organs, enterprises and institutions who have not enjoyed welfare housing allocation or subsidy policies, the housing subsidy standard has been raised from the original 1% to 5%, and the subsidy standard for other groups has been raised from the original 1%.
The new housing subsidy standard will be implemented as of the date when the document is issued. The purchase subsidy for ordinary commodity housing purchased before shall be implemented in accordance with the Notice of Panzhihua Municipal People's Government Office on Forwarding the Interim Implementation Opinions on Promoting the Sustainable and Healthy Development of Panzhihua's Real Estate Industry (Panfu Letter [20 14] 1 18).

(4) Financial institutions provide loans (excluding provident fund loans) for households to purchase self-occupied ordinary commodity houses in this city in accordance with national policies, with the loan interest rate not exceeding (including) the benchmark loan interest rate for the same period announced by the People's Bank of China, and the time for signing the loan contract and issuing the loan is from May 1 day to May1day 3 1 day.
(five) the applicable tax rate of deed tax on the transfer of land and housing ownership is reduced from 4% to 3%, which shall be implemented after being approved by the Provincial Local Taxation Bureau.

First, raise the standard appropriately and encourage the implementation of monetary subsidies to guarantee it. Second, counties (districts) buy back ordinary commercial houses with appropriate areas as public rental houses according to the demand and construction plan of public rental houses.
Third, formulate incentive policies to further optimize the investment environment of the real estate industry.
(9) Advance enterprise income tax according to the lower limit. Real estate enterprise income tax shall be paid in advance according to the lower limit of 10%.

(13) Increase investment in real estate credit. Encourage commercial banks to increase effective credit input on the basis of risk control, support the normal and reasonable credit demand of qualified real estate enterprises, and give priority to enterprises and projects with good social reputation and good performance but short-term capital turnover difficulties.
(fourteen) to accelerate the construction of urban infrastructure. Accelerate the construction of water, electricity, schools, hospitals, farmers' markets, communications, roads, public transportation, urban greening and other supporting facilities in the ancient buildings of Dashuijing Ancient Buildings, Bing II, Bing III, Bing IV, Renhe and Qingxiangping.
