Duties of the Housing Authority:

1, implement national, provincial and municipal laws, regulations and rules on housing system reform, housing security and real estate management. Organize the formulation of relevant policies and norms and supervise their implementation. Drafting draft local laws and regulations on housing system reform, housing security and real estate management;

2, organize the formulation and implementation of housing security, real estate market management and real estate business development strategy, long-term planning. In conjunction with relevant departments, organize the preparation and implementation of special planning and industry development planning in real estate market management, property management, housing management and housing leasing. Study and establish the urban housing supply system. Guide and organize the implementation of administrative law enforcement on housing security and real estate management;

3, responsible for establishing and improving the housing security system in this city. Coordinate and promote the management of all kinds of affordable housing in the city, and formulate the annual demand plan for affordable housing in conjunction with relevant administrative departments. Guide and supervise all districts and counties (cities) to carry out housing security management. Responsible for all kinds of affordable housing access qualification audit, housing distribution management, housing delivery and acceptance, housing use management, subsidy fund management and exit management. Coordinate the comprehensive management of the municipal government's investment in affordable housing assets operation. Coordinate the relevant departments to implement the funding arrangements for affordable housing projects and other related work;

4 coordinate and promote the city's real estate regulation and real estate market supervision and management. In conjunction with relevant departments, formulate real estate market supervision policies and supervise their implementation. Organize real estate market monitoring and analysis, and put forward industry development planning and industrial policy suggestions for the real estate industry. According to the authorization, undertake the surveying and mapping work related to "multi-survey integration". Responsible for pre-sale (sales) management of commercial housing, contract filing management and supervision of real estate transaction funds. Responsible for housing lease management. Responsible for real estate appraisal and brokerage management. Cooperate with the transfer of state-owned land use rights. Strengthen the regulation and control of the real estate market, fully implement the housing system with multi-agent supply, multi-channel guarantee and simultaneous rent and purchase, stabilize land prices, house prices and expectations, promote the stable and healthy development of the real estate market, and steadily expand the coverage of housing security;

5, responsible for the supervision of the city's property management. Responsible for the management of the city's property service industry. Responsible for the collection, use and management of property special maintenance funds and property warranty funds. To be responsible for the supervision and management of bidding for pre-property services. Responsible for guiding and supervising the operation of the owners' congress and the owners' committee. Organize the implementation of property management improvement. Strengthen party building to lead the construction of owners' committees and property service enterprises, strengthen the cultivation of property management market and the coordination of industry supervision to promote the comprehensive management of residential quarters and improve the level of property service management.

The establishment of real estate management and land management departments of local people's governments at or above the county level and their functions and powers shall be determined by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.
