The inspector group found that as early as 20 14, the mines of six enterprises, including surabaya county Fazhen Stone Factory and Jiagushan Stone Factory, had been shut down and their mining rights were lost. However, from 2065438 to April 2009, the local authorities re-approved the mining rights of the above six enterprises and sold them to Siguan Construction Engineering Company.

The closed mine not only "revived", but also greatly expanded the mining area. The reporter saw from the mining license approved by surabaya county Natural Resources and Planning Bureau that the mining area approved by Siguan Construction Engineering Company has expanded from 0.0386 square kilometers to 0.4433 square kilometers, which has increased by more than 10 times.

During the undercover investigation of the inspector group, it was photographed that surabaya county Hao Ying Stone Co., Ltd. was carrying out surprise treatment and repair, and the surface was almost completely exposed. According to the rectification requirements, Taibai Mountain Mine and Meishan Mine in Wenshang County should complete mine greening before the end of 2020. Jining reported that the rectification had been completed in the first half of 2020, but the actual situation was that the mining right was re-established and transferred to Wenshang Kaiyuan Holding Group Co., Ltd. on June 20 19, and no greening work was carried out. In addition, surabaya county Jinzhuang Matoushan limestone mine and Zoucheng Jiangjuntang granite mine failed to implement relevant greening measures and soil and water conservation measures, resulting in serious soil erosion.

The Opinions on Further Strengthening the Development and Management of Rock and Mineral Resources issued by Shandong Province in May 2065438+2008 clearly requires that all existing rock and mineral resources mining mines should be built into "green" mines before the end of 2020. Inspectors found that up to now, only five of the 35 open-pit mines with rock mineral resources in Jining have completed the construction of "green" mines, and the mining area of "green" mines only accounts for 16.6% of the city's rock mineral area.

The reporter learned that even five open-pit mines that have announced the completion of the construction of "green" mines are far from meeting the relevant standards. Panlongshan Mine of Shandong Ligang Mining Co., Ltd. was repeatedly punished by local authorities in 20 19 and 2020.

"Green Mine Evaluation Index" clearly stipulates that mines subject to administrative punishment within three years shall not be selected as "green" mines. However, in February this year, Panlongshan Mine actually passed the "green" mine selection in Shandong Province. Inspectors found that nearly half of the non-working faces in Panlongshan Mine were not repaired as required, some areas were only covered with dust nets, and a large number of loose materials were piled up in the open air in the stone processing area.

Resolutely oppose "discount" and "flexibility" when building "green" mines. The inspector group believes that this reflects that the ecological restoration of abandoned mines in Jining City is not strict, and there are problems such as "discount" and "flexibility" in mine remediation.

At the same time, there is still a lack of scientific planning for mining in the local area, and it is still at the stage of "digging when there is a mine". Not only did the local authorities fail to make decisions and arrangements in implementing environmental protection, but they also illegally approved the mining of mines. It is lax and untrue to create "green" mines. Moreover, the inspectors failed to rectify the mine management and restoration, and the way of stepping on the line was different.

In addition, the local government and enterprises are not fully aware of the process of ecological restoration and remediation, and they are lucky. At the same time, the restoration standard is not high, the capital investment is insufficient, the progress of governance is slow, and the creation of "green" mines is a mere formality, which leads to serious ecological damage and outstanding environmental problems in some mines.

Zoucheng Limin Holding Stone Co., Ltd. is located in Jiangjuntang Village Mine. No slope protection, no greening. The soil erosion is serious, and the whole mountain is full of rocks, which has potential safety hazards. Inspectors said that the other side of the mine is a reservoir, and illegal mining can easily pollute the water quality of the reservoir.
