Present situation analysis and countermeasures sharing of construction supervision industry

It has been nearly 30 years since 1988 was piloted and 1992 was popularized in China. At present, the supervision industry, as one of the five main responsibilities of construction projects, has made undeniable contributions to the quality and safety control of construction projects. The state and relevant industry authorities have also formulated a number of regulations on the practice management of supervision industry, including legal responsibilities, supervision rights and obligations, qualifications of work units and employees, and supervision code of conduct.

Accordingly, we can see that China supervision mainly provides technical services in the construction stage, although the supervision specification also puts forward the concept of related services, that is, the service activities provided by the engineering supervision unit in the stages of construction project investigation, design and warranty, entrusted by the construction unit according to the construction project supervision contract. However, in the actual supervision work, the supervision work of related services is basically in the initial stage, and only according to the supervision contract, the state has not yet had a set of complete and sound laws and regulations to control it. In practical work, the supervision of the survey and design stage is very shallow, and there is no sound management system and relevant laws and regulations to serve the relevant needs.

At present, the overall situation of the supervision industry is that the satisfaction of the government administrative departments is not high, the satisfaction of the construction units is not high, the overall social image is not high, the overall quality of supervisors is not high, and the overall level of talents is not high. The supervision industry is in an embarrassing dilemma. This situation is caused by a series of comprehensive factors, such as complex reasons, deviation in policy guidance and understanding, rapid development of the industry, lack of talent team, low basic professional quality of employees, weak sense of responsibility of on-site supervisors, poor ability to resist various temptations and so on.

People in the supervision industry are also quite embarrassed. How to get out of this dilemma, on the one hand, depends on the policy guidance of the competent government departments, on the other hand, mainly depends on the reform and transformation of the supervision industry itself. In the process of the gradual development of the supervision industry, the social responsibility of the supervision industry has gradually increased. In particular, the safety responsibility of construction projects is getting heavier and heavier. The state is also advocating and encouraging consulting units that implement whole-process project management to directly undertake supervision business and carry out supervision work under the condition of having corresponding supervision qualifications. Perhaps this is a clear direction for the development of supervision practitioners.

Nevertheless, after decades of development, with the joint efforts of the state, construction administrative departments, industry authorities, industry supervision institutions, industry supervision associations and the vast number of supervision practitioners, the supervision industry has taken root in society. In terms of quality control and safety management of construction projects, the role played by supervision units and supervisors has basically been recognized by the society. In the contact with the construction unit, we also know that many construction units are willing to accept the professional business consulting services provided by the supervision unit, and they also need the supervision unit to provide professional business and technical consulting services in the project construction. It can be said that the important position of supervision industry in engineering construction does not mean that it can be cancelled at will. It is worth discussing how to improve itself and in which direction to develop, transform and upgrade.
