Article 3 All residents, units and individuals engaged in residential decoration within the urban area of this Municipality shall abide by these measures.

These measures are not applicable to the decoration management of single-family private houses that are implemented together with residential decoration in civil engineering construction and whose structures are not connected with other buildings. If a residential user is a lessee, borrower or custodian of a self-run house or private house, he should obtain the written consent of the residential owner before applying to the district real estate management department. Tenth residential users should be in strict accordance with the real estate management department to determine the decoration content and the specified time for decoration. Eleventh enterprises to undertake residential decoration projects, must hold the "construction enterprise qualification certificate" issued by the construction management department to undertake architectural decoration projects in the same scope.

Enterprises that undertake residential decoration projects without engaging in construction projects must hold the Qualification Certificate of Residential Decoration Enterprises issued by the municipal real estate management department.

Foreign construction enterprises entering Hangzhou to undertake residential decoration business must be qualified by the municipal construction management department and completed within ten working days.

Artisans of non-decoration enterprises who undertake residential decoration business must pass the examination of the real estate management department and receive the Residential Decoration Worker's Certificate before they can engage in residential decoration business.

Any unit or individual that has not obtained the qualification of decoration enterprise or the Certificate of Residential Decoration Worker shall not undertake residential decoration business. Personal use of the Residential Decoration Worker's Certificate for residential decoration. Thirteenth units and individuals engaged in residential decoration shall comply with the following provisions:

Fourteenth residential decoration price, should be based on the principle of market competition, high quality and good price, agreed by both parties in the contract. Fifteenth residential decoration should take necessary safety protection and fire control measures to ensure the safety of workers and adjacent residents. Sixteenth residential decoration should take effective measures to reduce or avoid the impact on the normal life of adjacent residents.
