Can Xi 'an's residential area be used as a dormitory?

It is not illegal to use residential buildings as staff quarters.

The purpose of residential buildings is for people to live in. The law does not stipulate the number of residents in residential buildings, nor does it stipulate that a family must live in one building. Therefore, it is not illegal for residential buildings to serve as staff quarters.

The "Opinions" clarified the main channels for increasing the supply of leased dormitory: building new industrial parks on collective construction land, and rebuilding idle factories, shopping malls, office buildings, hotels and other houses. Collective dormitories require a per capita use area of not less than 4 square meters, and the number of residents in each dormitory is not more than 8. However, not all properties can be transformed into staff quarters.
