Is it legal to give me two books without a delivery permit and let me pay the property fee?

Whether the house is legally delivered is a matter for the developer. It is your business and the property company's business not to pay the property fee after the house is closed. So this is two different things in itself. Why do you have to drag them together? You can not accept the house, and then complain or sue the developer for breaking the law, and the law will give you justice. It is illegal for a property management company to provide services for you without paying the service fee.
