5.3 investigation report

The subway accident disaster that belongs to the first-level response action is investigated by the investigation team led by the leading group; When necessary, the State Council can directly form an investigation team. The investigation of subway accidents and disasters that belong to the response action below the second level shall be stipulated by the provincial people's government; When necessary, the leading group can take the lead in setting up an investigation team.

After the emergency state is released, the on-site subway accident disaster emergency agency shall sort out and review all emergency records and documents; Summarize and evaluate the causes of accidents and disasters leading to the state of emergency and the main actions taken in the state of emergency; When necessary, revise the emergency plan of urban subway and report it in writing in time.

(1) Within two months after the emergency state is terminated, the on-site subway accident disaster emergency agency shall submit a written summary report to the leading group.

(2) The summary report should include the following contents: the basic situation of the subway where the accident occurred, the analysis and evaluation of the cause, development process and consequences (including casualties and economic losses) of the accident, the main emergency measures taken and their effects, the main experiences and lessons, the person responsible for the accident and their treatment results, etc.
