How to collect property fees without keys?

Legal analysis: you can go to the property for the record in advance, and if you don't live for a period of time, you can apply to collect according to the vacant house. There are 70% and 80% charges, but not less than 50%. Property fees are charged according to four standards: Grade I, Grade II, Grade III and Grade IV. However, the collection standards vary slightly from place to place, and the specific collection standards of property fees should be announced by the local price bureau.
