A specific plan for work or a plan to solve problems.

This plan is the most complicated one in the plan. Because of the complexity of some specific tasks with certain functions, it is not enough to explain the problem without comprehensive deployment, so the content of official documents is bound to be complicated, generally including guiding ideology, main objectives, implementation steps, policies and measures, specific requirements and so on.

The content of the scheme is mostly the work assigned by the superior to the subordinate or involves a large area. Generally, it is distributed in the form of "file header" without signature, only the title, writing time and text are needed.
