The property company has no right to detain the owner's electricity card and water card.

2. Making good use of water, electricity, gas, heating and other facilities and equipment is the basic right of the owner as the owner of the house. Property management companies should ensure the realization of their rights and not infringe upon such rights. Property service enterprises only provide corresponding services for owners according to property service contracts;

3. According to Article 52 of the Property Management Regulations, water supply, power supply, gas supply, heating, communication, cable TV and other units shall bear the responsibility for the maintenance of relevant pipelines and facilities within the property management area according to law.
