It takes three years to achieve a marked improvement in the market order.
On July 23, the Ministry of Housing and Urban-Rural Development and other eight departments issued a notice on continuously rectifying and standardizing the order of the real estate market, marking the official start of a three-year rectification campaign. Recently, Ni Hong, Vice Minister of Housing and Urban-Rural Development, also publicly stated that he would strive to further standardize the order of the real estate market in about three years.
On September 15, Jiangxi Province issued a specific action plan, pointing out that through the three-year rectification action, the market chaos in real estate development, house sale, house leasing and property services, which was strongly reflected by the people, was effectively controlled, the awareness of legal and compliant operation of real estate enterprises and the service awareness of employees were greatly enhanced, the complaint rate in the real estate sector dropped significantly, the people's sense of acquisition and satisfaction with housing consumption was significantly improved, and the real estate market order was significantly improved.
Yunnan Province also proposed that in about three years, the order of the real estate market will be significantly improved, the supervision system will be continuously improved, the supervision information system will be basically established, the work pattern of various departments will be gradually formed, violations of laws and regulations will be effectively curbed, and the number of complaints from the masses will drop significantly.
Rectify four major aspects
According to Zheng, the key rectification contents in Jiangxi and Yunnan provinces mainly cover four aspects: real estate development, house sales, house leasing and property services, including publishing false real estate advertisements, malicious speculation disrupting market order, failing to implement pre-sale fund supervision according to regulations, real estate hoarding, and illegal business loans.
Specifically, in terms of real estate development, housing enterprises started construction in violation of laws and regulations; Not according to the construction drawing design documents development and construction; Failing to deliver the house on schedule as agreed in the house sales contract; Failing to build supporting facilities according to the construction standards of complete residential quarters is the scope of this key rectification.
In terms of housing sales, it mainly focuses on all kinds of chaos that the masses have particularly strongly reflected: pre-selling commercial housing without obtaining pre-sale permission; Publish false information such as false real estate advertisements, houses and prices, maliciously speculate and disrupt market order; Failing to implement the supervision of pre-sale funds according to regulations, embezzling, misappropriating or evading the supervision of transaction funds; Hoarding property or housing in disguised form; Illegal collection of "tea fee", "group purchase fee, activity fee" or "extra fee" through intermediaries and decoration companies; It is illegal to advance or disguise the down payment for real estate speculators by providing "down payment loan" or adopting "down payment installment".
In the aspect of house leasing, it adopts the business model of "AG low payment" and "long payment and short payment"; Carry out housing rental consumer loan business in violation of regulations; Failure to handle rent supervision according to regulations is the key content of rectification in the two provinces. In addition, Jiangxi Province also proposed to focus on rectifying the chaos such as the network information platform not fulfilling the responsibility of verifying the qualification of the information publishing subject, deducting the rent deposit, and forcibly expelling tenants by means of violence and threats.
In terms of property services, the key rectification mainly includes not providing services in accordance with the matters and standards agreed in the property service contract or not providing services in place; Failing to publicize the contents of property services, service standards, charging items, charging standards, operating income of some owners, use of maintenance funds and other related information in a prominent position in the property area; Charging fees beyond the standard of charging items agreed in the contract or publicized; Unauthorized use of some owners to carry out business activities, such as advertising, parking, etc. Occupy and misappropriate part of the operating income of the owner.
Maintain a strike hard and high-pressure situation
At present, rectifying and standardizing the order of the real estate market has become an important guarantee to promote the stable and healthy development of the real estate market.
According to the data released by Hainan Province in August, since the beginning of this year, Hainan has inspected 7 projects11,inspected 552 real estate development enterprises, inspected 752 intermediaries, ordered 205 enterprises and institutions to rectify, interviewed 222 enterprises, suspended 59 enterprises for rectification, notified 40 enterprises and cancelled 7 enterprises.
The Guangdong Provincial Department of Housing and Urban-Rural Development recently investigated and dealt with a number of illegal real estate development enterprises, intermediaries and property service enterprises, and 75 illegal real estate enterprises were exposed, including 24 real estate development enterprises, 30 intermediaries and 2 1 house property service enterprises.
