With the approval of Dongguan Municipal People's Government, Dongguan Natural Resources Bureau and Dongguan Public Resources Trading Center decided to transfer the right to use a state-owned construction land through online transactions. The relevant matters are hereby announced as follows:

First, the basic situation and planning index requirements for listing and transferring parcels:

(1) The infrastructure around the plot has reached three links, and within 30 days after the transaction, the Huangjiang Town People's Government will deliver the leased plot to the bidder according to the current conditions.

(2) The bid bond is RMB 6,543,800+0,534,300. The bidding funds (i.e. land price, including deposit) of the bidding applicant must be self-owned funds, not bank loans, bond financing, trust funds, asset management plan allocation, insurance funds, etc.

(3) Planning and construction requirements: 1. Carry out the construction in accordance with the Planning Conditions for Construction Land (National Standard 2020- 17- 1005); 2. The development and construction period of this plot is 3 years. The parcel construction project will start before June 17, 2022 and be completed before June 17, 2025.

(4) The owner of the plot must take 10% of the measured building area of the plot (that is, not less than 19873 square meters of the measured building area of the commercial house) as the residential house, allocate the corresponding parking space free of charge (independent property right certificate can be applied), and allocate the measured building area of the commercial house of the plot for free of charge. 000 square meters and the corresponding parking space (applicable). The construction area of affordable housing and commercial housing is included in the construction area of this plot. The delivery standard, tax payment and other related requirements are implemented according to the Transfer Agreement of Plot Property Construction, supervised by the Huangjiang Town People's Government.

(5) The owner of the parcel shall, in accordance with the requirements of the Technical Guidelines for the Configuration and Construction of Bus Stations in Dongguan City, allocate and build a bus station of 3,000 square meters within the parcel area free of charge. (seven) the construction and use of plots need to meet the requirements of technical specifications related to urban rail transit operation safety management and structural safety protection, and the design scheme of engineering construction projects shall be reported to the competent department of rail transit for review. Among them, the scope of development and utilization of underground space below the basement level shall not exceed the exit of underground space buildings and the rail transit special protection zone, and the underground space of this plot in the rail transit special protection zone is only used for laying municipal pipe networks. The depth range of underground space development of this plot is 0 ~-20m from the reference elevation of outdoor terrace, which is determined by the center line of Changgong Road or conforms to the relevant regulations of planning management technology in Dongguan.

(8) In the bidding process, if the highest bid price of the bidding applicant does not exceed (i.e. less than or equal to) the highest land price of 57,436110,000 yuan, the winning bidder and the transaction price shall be determined according to the principle that the highest bidder wins; When the quotation reaches the upper limit of the highest land price, the higher quotation will not be accepted, and the bidding method will be changed to the area ratio of the housing allocated for free (the ratio will be increased on the basis of the original quota and the construction area of the free commercial housing 10%, that is, the construction area ratio of the free commercial housing will start from 1 1% and will not exceed 10%. (9) If the registered address of the bidding applicant is not in Huangjiang Town, Dongguan City, within 30 days after the land transfer (that is, within 30 days after the signing of the Contract for Transferring the Right to Use State-owned Construction Land), a wholly-owned subsidiary registered in Huangjiang Town, Dongguan City will develop and construct the land; The wholly-owned subsidiary must clearly agree with the transferor to undertake all the rights and obligations of the parcel by signing a supplementary contract (during which all taxes and fees are paid in Huangjiang Town) (supervised by the People's Government of Huangjiang Town, Dongguan City).

(10) The bidder shall sign the confirmation of the transaction result within 3 working days after the land listing deadline, and sign the land construction transfer agreement with Huangjiang Town People's Government, the bus station construction performance agreement with Dongguan Rail Transit Bureau within 5 working days after signing the confirmation of the transaction result, and then sign the performance supervision agreement with Dongguan Huangjiang North Station Rail Station Bureau.

(1 1) According to the Implementation Opinions of Dongguan Municipal People's Government on Vigorously Developing Prefabricated Buildings (Dongfuban [20 17] 103), the transferee of this plot should implement prefabricated buildings according to the relevant technical requirements of prefabricated buildings in our city.

Second, the bidding qualification and requirements:

Bidders must meet the following conditions at the same time: China people, domestic and foreign legal persons, natural persons or other organizations can apply for registration, and applicants can apply individually or jointly; Except that the applicant has the following circumstances:

(a) in violation of the land transfer contract, the land transfer price is in arrears and other laws and regulations;

(2) The legal representative, principal responsible person, actual controller, and person directly responsible for debt performance of the untrustworthy person and the untrustworthy enforced person (the bidder qualification is confirmed by the Municipal Public Resources Trading Center).

Applicants can download the listing transfer announcement, instructions and related transaction documents from the trading system, and participate in online bidding according to the operating procedures specified in the above documents.

4. The deadline for applying for online public transfer of state-owned land use rights and paying the deposit is 2021May1June 17: 00, and the online quotation period is from 9:00 to 2021May/May.

(1) The online listing and transfer of the right to use construction land only accepts online bidding, and does not accept other forms of bidding applications and quotations by telephone, email, written or oral.

(2) The term of payment for the transaction price of this parcel is 180 days, and it will be paid in two phases, that is, 50% of the land price will be paid within 30 days after the signing of the State-owned Construction Land Use Right Assignment Contract, and all the land price will be paid within 180 days. If the transfer price of the right to use state-owned construction land is paid in installments, the transferee shall pay the transfer price of the second phase of the right to use state-owned construction land in China according to the date of payment of the first phase.
