Supplementary Provisions of Aba Tibetan and Qiang Autonomous Prefecture on Implementing the Regulations on Comprehensive Management of Urban and Rural Environment in Sichuan Province

Article 1 In order to further strengthen the comprehensive management of urban and rural environment, build an urban and rural residential environment that is livable, suitable for industry and tourism, and promote the harmonious construction of Aba Prefecture, according to the Law on Regional Ethnic Autonomy in People's Republic of China (PRC), the Regulations on Comprehensive Management of Urban and Rural Environment in Sichuan Province, the Regulations on the Autonomy of Aba Tibetan and Qiang Autonomous Prefecture and other relevant laws and regulations, combined with the actual situation of Aba Tibetan and Qiang Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture). Article 2 These Supplementary Provisions shall apply to the comprehensive management, supervision and management of urban and rural environment within the jurisdiction of Autonomous Prefecture. Article 3 The people's governments of autonomous prefectures and counties (cities) shall regulate and manage the urban and rural appearance order, environmental sanitation, facilities construction, public services and ecological greening in accordance with the principles of government-led, departmental linkage, national participation, public supervision and comprehensive management. Article 4 The people's governments of autonomous prefectures and counties (cities) shall be responsible for the overall planning, organization and coordination of the supervision and management of the comprehensive management of urban and rural environment.

The township (town) people's government is responsible for the specific work of comprehensive management of urban and rural environment within its jurisdiction, and guides and urges the village (neighborhood) committees and communities within its jurisdiction to carry out comprehensive management of urban and rural environment.

Village (neighborhood) committees are responsible for organizing and mobilizing units and village (neighborhood) people within their jurisdiction to participate in the comprehensive management of urban and rural environment and implement the specific work of environmental management. Establish a daily sanitation cleaning system and determine full-time cleaning personnel. Article 5 The administrative department of housing and urban-rural construction of the people's governments of autonomous prefectures and counties (cities) is the competent department for comprehensive management of urban and rural environment, and is responsible for formulating the work plan for comprehensive management of urban and rural environment, guiding, supervising and managing the comprehensive management of urban and rural environment. Article 6 The people's governments of autonomous prefectures and counties (cities) shall include the funds needed for comprehensive management of urban and rural environment in the fiscal budget at the corresponding level.

The construction, maintenance and management of urban and rural environmental infrastructure are mainly based on government investment, and social forces are supported and encouraged to participate in the construction and operation. Article 7 The people's governments of autonomous prefectures and counties (cities) shall formulate the overall planning and relevant standards for comprehensive management of urban and rural environment within their respective jurisdictions, organize relevant departments to formulate and implement special plans for municipal construction, city appearance, village capacity, road traffic and scenic spots, and guide the people's governments at lower levels to formulate and implement comprehensive management plans for urban and rural environment.

The township (town) people's government shall, according to the actual situation, formulate and implement the comprehensive management plan for urban and rural environment within its jurisdiction, and improve the infrastructure for comprehensive management of urban and rural environment.

Village (neighborhood) committees shall incorporate the maintenance of city order, environmental sanitation and facilities construction within their respective jurisdictions into village rules and regulations, and make an agreement on the classified delivery, classified collection and transportation, classified treatment, sewage discharge and disposal of garbage. Article 8 The people's governments of autonomous prefectures and counties (cities) shall study and formulate policies and measures to support the resource utilization and sewage treatment of rural domestic garbage, popularize and apply advanced technologies for comprehensive management of urban and rural environment, and improve the level of comprehensive management of urban and rural environment. The labor remuneration of sanitation workers within the jurisdiction of the ninth autonomous prefecture shall not be lower than the minimum wage standard issued by the autonomous prefecture.

The administrative departments of housing and urban and rural construction and the users or management units of sanitation workers shall improve the working conditions of sanitation workers and provide necessary labor protection articles and workshops in accordance with national and industrial operating standards. Article 10 The administrative departments of human resources and social security of autonomous prefectures and counties (cities) shall strengthen the supervision and inspection of labor employment, labor contract signing and social insurance participation and payment in the environmental sanitation industry according to law. Eleventh division and management of urban and rural environmental comprehensive management responsibility area:

(a) the county (town) built-up area is a public * * * area, which is the responsibility of the county (city) people's government, and other public * * * areas are the responsibility of the township (town) people's government;

(II) within the jurisdiction of the ethnic and religious characters and patterns, hanging banners and other acts, as well as the standardization, supervision and management of the order and environmental sanitation of religious activities, the administrative department of ethnic and religious affairs of the county (city) people's government and the township (town) people's government are responsible for;

(three) the residential area (building) without property management services is responsible for the property owner or user;

(four) residential reception points, tourist reception points and places engaged in vehicle repair, cleaning, decoration and recycling of renewable resources. , by the property owner or management unit is responsible for;

(five) blasting, sand digging, quarrying, earth borrowing, mining, planting, drilling, construction, landfill, stacking and other behavior areas, by the actors or business management units responsible.

If the scope and ownership of the area of responsibility are unclear or controversial, it shall be determined by the county (city) people's government with jurisdiction. Twelfth urban and rural landscape construction should respect history, inherit national culture and highlight regional characteristics.

The facade of urban and rural street buildings (structures) should be kept clean and intact, and its shape, color and style should be in harmony with the surrounding landscape.

Roofs, balconies, platforms, external corridors and windows are not allowed to illegally build, pile up or hang items that affect the city appearance; Various ancillary facilities should be standardized. Article 13 Buried cables in urban and town planning areas, scenic spots, expressways and national and provincial trunk highways shall be included in the development and transformation plan of infrastructure construction projects, and buried cables shall meet the requirements of relevant technical standards and specifications, and shall be implemented simultaneously with infrastructure construction and transformation.
