In order to conscientiously implement the Regulations on the Prevention and Control of Geological Disasters, fully test the effect of the emergency plan for sudden geological disasters in yugan county, effectively improve the rapid response ability, decision-making ability and disaster prevention and avoidance ability of the responsible department for the prevention and control of geological disasters in our county, and improve the emergency rescue and relief system, the county government decided to hold an emergency drill for geological disasters on May 28th, 2065438. In order to ensure the complete success of this exercise, this plan is specially formulated.

I. Purpose and significance

Geological disasters are sudden and unpredictable. Doing a good job in the prevention and control of geological disasters is an important embodiment of conscientiously implementing Scientific Outlook on Development, adhering to the people-oriented principle and governing for the people, and an important content of fulfilling the government's social responsibility and public service functions. In recent years, there are many geological disasters and hidden dangers in flood season in our county, which is one of the hardest hit areas of geological disasters in the province. There are more than 40 hidden dangers of geological disasters in the county, involving 33 village committees in 9 townships, such as Shegeng, Meigang, Huangbu, Yangbu, Shikou, Yuchihu, Hehuling, Fenggang and Limei Forest Farm. At present, it is the main flood season with frequent geological disasters, so it is of great significance to carry out emergency drills for geological disasters.

In order to ensure the complete success of this geological disaster emergency drill, yugan county Geological Disaster Emergency Drill Leading Group is specially established:

Responsibilities: Responsible for drafting the implementation plan of publicity and reporting, drafting the leaders' speeches, and making and installing publicity slogans and exhibition boards within the visual range on both sides of the road from the county to the exercise site; Responsible for the layout of the drill site, scene and observation platform, as well as the installation of audio; Responsible for compiling on-site commentary, making drill feature films and model materials, drafting, collecting, sorting, printing, distributing, archiving and writing work summaries of drill-related documents and materials.

6. Emergency rescue transfer team

Deputy Director: Deputy Director of the Bureau of Land and Resources of Tulibin County and Chief of Law Enforcement Supervision.

Members: personnel from the County People's Armed Forces Department, Land and Resources Bureau, Disaster Emergency Team, Civil Affairs Bureau, Armed Police Squadron, Fire Brigade, Transportation Bureau, Education Bureau and Water Conservancy Bureau.

Responsibilities: Responsible for formulating the implementation plan for the transfer of victims, organizing personnel to rescue the transferred victims and students, transferring materials and livestock, and managing and dispatching vehicles.

7. Victim Placement Team

Team leader: Director of Peng Civil Affairs Bureau.

8. Medical and Health Supervision Team

9. Disaster Monitoring Team

Responsibilities: Be responsible for formulating the implementation plan of disaster monitoring, making slides of weather forecast and geological disaster point monitoring by using multimedia, and reporting according to the drawing at the emergency meeting of drill activities; Analyze the meteorological rainfall of satellite cloud images and report the monitoring situation to the geological expert group in time.

10. On-site coordination and mass working group of the exercise

14. Reception team

Three. Exercise content: specific number of participants and related requirements.

(a) the content of the exercise

(1) Disaster scenario. The surrounding area of Shikou Town, yugan county suffered from continuous heavy rainfall, and the mountain near the lake and Dongwan Village in the township, under the induction of heavy rainfall, loose soil and other factors, the deformation and development intensified and gradually collapsed. After receiving the report, the county people's government immediately entered the emergency rescue and disaster relief preparation procedures. After receiving the report of township requesting support and the suggestion of experts to start the county-level plan, they decided decisively to start the Emergency Plan for Sudden Geological Disasters in yugan county. All relevant departments in the county perform their duties, rush to the disaster site in the shortest time, organize the evacuation of the people in the disaster area, rescue and resettle the trapped people, and rescue the injured.

(2) the content of the exercise. After simulating sudden geological disasters, according to the emergency plan for sudden geological disasters in yugan county, there are mainly three processes: rapid organization and mobilization, emergency and orderly rescue, and post-disaster people's living arrangements. (1) There are 60 people in the county people's armed forces department, reserve forces and militia emergency detachment. Responsible for preparing 3 detonators, 2 ohmmeters, camouflage uniforms, pickaxes, shovels, steel drills and other appliances required by other participating units.

(2) Armed Police Squadron has 10 people. Prepare rescue tools such as picks, shovels and steel drills that everyone needs.

(3) 5 officers and men of the fire-fighting armed police. Responsible for preparing fire-fighting vehicles, fire-fighting equipment, gas masks, life detectors, climbing rescue and other equipment.

(4) 30 public security and traffic police. Responsible for the production of public security traffic control warning signs, three rescue dogs, and assist the Land and Resources Bureau in purchasing related blasting equipment.

(5) 50 people from the County Bureau of Land and Resources. Responsible for preparing publicity materials, slogans and geological disaster monitoring equipment, purchasing 65,438+00 boxes of explosives and 65,438+000 electric detonators, and each emergency team hangs 8 flags.

(6) County Health Bureau 10 person. Be responsible for preparing two 120 first-aid vehicles, first-aid equipment, health and epidemic prevention, medical examination and drills for the wounded rescue equipment.

(7) County Transportation Administration 10 people. Prepare at least 2 traffic sign vehicles.

(8) County Civil Affairs Bureau 10. Responsible for disaster relief and sympathy materials, as well as the preparation of more than 10 tents, and filling in relevant forms and cards for the resettlement of victims.

(9) There are 20 people in Shikou Town. Responsible for organizing publicity and mass mobilization before the drill, and implementing and coordinating the compensation for young crops on site.

(10) County Construction Bureau has 4 people. Responsible for organizing and directing the leveling of the drill site and the construction of the observation platform, and preparing 2 bulldozers and 2 excavators to participate in the drill;

(1 1) There are 3 people in the county education bureau. Responsible for organizing and mobilizing 50 students.

(12) 3 people from county telecom company. Responsible for the preparation of telephone 10 and the guarantee of on-site communication.

(13) There are 2 people in the county meteorological bureau, 2 people in the county mobile company, 3 people in the power supply branch 10, 3 people in the water supply company, 4 people in the county water conservancy bureau, 3 people in the county safety supervision bureau and 3 people in the county environmental protection bureau. Corresponding equipment shall be prepared according to their respective work functions.

(14) There are 15 cadres in Shikou Town. Responsible for the mobilization of villagers in the exercise area before the exercise, the convening of mass meetings, and the negotiation and cash of young crops compensation.

(15) There are 100 participants. Organized by the Land and Resources Bureau of Meigang Township and County, there are 50 extras and 50 representatives of the masses, and the dress rehearsal is implemented.

(16) The number of participants was 332.

(4) Participation requirements

(1) All participating units need uniforms if they have standard clothes. Other units need camouflage uniforms when dressing, and village cadres and the masses dress according to the requirements of farmers.

(2) Each participating unit shall provide corresponding signs and symbols to the logistics support team before May 15, and uniformly wear the team flag issued by the Land and Resources Bureau.

(3) All participating units should bring their own vehicles, equipment and materials to ensure the normal rehearsal and drill.

(4) All participating units must participate in rehearsals and drills according to the specified personnel and time requirements to ensure the successful completion of the task.

(5) The working group participating in the formulation of the corresponding work plan must send the plan to the Publicity Information Group for filing before May 10.

Four, training, exercise stage division

(1) Preparatory stage

From April 10 to April 20, the site selection of the exercise site was demonstrated, the exercise site was determined, and the preliminary plan was drawn up.
