It is illegal to charge the decoration management service fee for the property, as follows:

1, the construction unit shall undertake the warranty responsibility of the property according to the warranty period and scope stipulated by the state;

2, property management area, water supply, power supply, gas supply, heating, communications, cable television and other units shall not charge related fees to end users;

3. If the realty service enterprise accepts the entrusted collection fees, it shall not charge the owners any additional fees such as handling fees.

The realty service enterprise shall, in accordance with the law, stop the violation of laws and regulations such as public security, environmental protection, property decoration and use in the realty management area, and report to the relevant administrative departments in a timely manner. After receiving the report from the realty service enterprise, the relevant administrative department shall stop the illegal act or deal with it according to law.

Legal basis: Article 31 of the Regulations on Property Management.

The construction unit shall undertake the property warranty responsibility in accordance with the warranty period and scope stipulated by the state.

Article 32

Enterprises engaged in property management activities shall have independent legal personality.

The State Council construction administrative departments shall, jointly with relevant departments, establish a joint incentive mechanism for trustworthiness and a joint disciplinary mechanism for dishonesty, and strengthen the integrity management of the industry.

Article 34

The owners' committee shall conclude a written realty service contract with the realty service enterprise selected by the owners' congress.

Property service contracts shall stipulate property management matters, service quality, service fees, rights and obligations of both parties, management and use of special maintenance funds, property management premises, contract term, liability for breach of contract, etc.
