After the establishment of Xinzengdu District, great changes have taken place in the area. Second, the supporting conditions are weakened. The original agricultural products, minerals, stock assets and other resources have been taken away, losing many supporting conditions for attracting investment and further development. Third, the comprehensive strength has fallen sharply. The comprehensive economic strength of the former Zengdu District ranks seventh among all counties (cities, districts) in the province. According to the simulation calculation of the district statistics bureau, although the ranking of 15 index has increased, most of these indicators are in the middle and upper reaches, and their advantages are not obvious; However, the eight indicators that declined were all dominant in the whole province, which led to a decline in the ranking of newly-added capitals, and the comprehensive economic strength plummeted to 18 in the whole province. After the county was set up as a district, a considerable amount of financial resources and savings funds were transferred to the county seat, and the advantage of concentrating on major events weakened, resulting in more retirees. Problems such as enterprise restructuring, urban land acquisition and demolition, land circulation and litigation are still outstanding, and the task of maintaining social stability is still very heavy. In addition, from the external environment, the county economy in the province is in full swing and the situation is pressing. Suizhou has also changed from a dual structure to a three-legged competition pattern, and the development competition we face will be more intense. Subjectively, some changes have taken place in the thinking of our cadres, especially a few cadres. This is an important aspect that we cannot ignore when analyzing the regional situation. It can even be said that this is the most important regional situation. After the division of counties, some comrades think that the economic strength of the new metropolitan area has not weakened, but has strengthened, and its ranking in the province will move forward; Some people think that most of the pillar industries and backbone enterprises in the former Zengdu District have remained, and the new Zengdu District has changed from an agricultural area to an industrial area, so you can enjoy the success and have old capital to chew; Some people think that compared with Suixian, they are lucky to stay and work in the district, and they can't help but feel superior and lose the spirit of seizing opportunities and grasping development; Others think that there are fewer new towns (offices), and the work of maintaining stability in letters and visits and family planning is much easier than before, and so on. Because a few cadres have these one-sided misconceptions and lack a comprehensive grasp of the regional situation, they are blindly optimistic and complacent. This is harmful to our work. We should always keep in mind the old adage "Born in sorrow, died in happiness", enhance the sense of sorrow, the sense of honor in building a beautiful former capital, the sense of responsibility in benefiting one party and building a post, and the sense of urgency in seizing opportunities, racing against time and accelerating development.

Carrying out big study, big investigation and big discussion activities is put forward by the district Committee under such a new situation. All localities and departments should fully understand the necessity and urgency of carrying out the three major activities, earnestly strengthen study, conduct in-depth research, and organize discussions in an all-round way, and strive to develop the three major activities into an activity of deepening understanding, emancipating the mind, making scientific decisions and promoting development. The new Zengdu District has only been established for half a month, so it can be said that there are many things to do. Since the county was set up as a district, the ranks of cadres have undergone unprecedented adjustment, and the departments directly under the district and towns (offices) have experienced vacancies in their posts, vacancies in leading bodies and shortages of cadres to varying degrees, which has affected the normal development of the work. Therefore, we must quickly straighten out the organization and get on the right track. All units should enter the battlefield in autumn, gather and count their own teams, define the division of tasks and implement post responsibilities. At present, the district Committee is ready to equip the main leadership positions of the town (office) and the district-level departments. Considering that the institutional reform of cities and counties is just around the corner, the vacant deputy positions in the district departments shall not be filled in principle, except that there is only one leading cadre in the team and because of work needs. At the same time, when conditions are ripe, institutions that can be merged should be merged as much as possible. In the first half of this month, the provincial party committee held a provincial conference on maintaining stability and letters and visits in Xiangfan. In order to strengthen the basic work at the grass-roots level, the provincial party committee decided to add a deputy secretary to the existing posts of township party committees and concurrently serve as the director of the comprehensive management office, focusing on letters and visits, comprehensive management and maintaining stability, and to add a comprehensive management office on the basis of the original three offices, equipped with a full-time deputy director with strong ability and 2-3 full-time cadres. With the initial completion of the establishment of all committees and bureaus in the county, some members of committees and bureaus and ordinary cadres will be transferred in our district for the needs of county construction. We will continue to give our strong support. (2) Straighten out emotions

First of all, we must straighten out the cadres' emotions. Most cadres are faced with a choice when withdrawing counties and setting up districts. The scale, scope and number of cadres deployed this time are unprecedented since the establishment of Zengdu District. Cadres who have not been promoted and reused do not mean that they are not excellent or that they have not made important contributions to the party and the people. At present, the new Zengdu District has been listed for half a month, and the four major teams of districts and counties and the teams of various committees and bureaus have been basically arranged. (3) straighten out ideas

It is a major task for us to carry out big study, big investigation and big discussion, brainstorm, answer scientifically, practice hard, set what goals, build what team, establish what atmosphere and realize what development.

1, what kind of goals are set?

According to the definition of management, the goal is to set specific requirements that are in line with the same vision and conducive to the development of the organization, as the specific direction and responsibility of the organization and all its members in the future, on the basis of judging its own resource strength and external environment. It can be seen that the process of goal determination is also a process of comprehensive judgment and brainstorming, and scientific goals have a cohesive effect. According to the regional conditions at that time, the former Zengdu District established the goal of building a national characteristic agricultural area, a strong new industrial area in Hubei, a famous commercial and tourist area in northern Hubei and a new civilized village and town in Suizhou, which pointed out the correct direction for the development of the former Zengdu, established the key points, condensed the morale and inspired the spirit. 2. What kind of team should we build?

4. What kind of development will it achieve?

One is to define the development goals, and the other is to choose the development path. In order to discuss this problem in depth, we must carefully analyze the industrial structure, resource situation and future development trend of the world in this region. From the perspective of industrial structure, the proportion of the three industries after the establishment of the county changed from 23.5: 43.6: 32.9 to 8.9: 44.3: 46.8, which should be said to be more reasonable. After the vast rural areas are zoned away, on the one hand, we must firmly establish the concept of strong industrial areas, and we must also have more conditions to accelerate the process of new industrialization and build strong industrial areas; We should also see that although the industry in our region has a certain scale, the problems of single industry, low added value, weak competitiveness and weak independent innovation ability are still very prominent. On the other hand, based on the reality of urban development, accelerate the development of service industry and promote the coordinated development of the three industries. Accelerating development means developing industry and agriculture faster, which has become a misunderstanding of a few cadres. Development needs to constantly emancipate the mind. The achievements of emancipating the mind in the past may now become obstacles to emancipating the mind. We should see that expanding domestic demand, especially expanding service consumption demand, is an important part of the strategic adjustment of economic structure. From the perspective of China, the Engel coefficient of urban residents and rural families reached 37.9% and 43.7% respectively. China's consumption pattern is changing from food and clothing to well-off society, with the proportion of physical consumption decreasing and the proportion of service consumption increasing. The proportion of food and clothing consumption decreased, while the proportion of enjoyment and development consumption increased. The golden period of rapid growth of service consumption is coming. Judging from the situation in our region, developing urban economy and service industry has become an important part of our work. Cultural industry, creative industry, leisure industry, logistics, information, housekeeping, property management, etc. All these need to be expanded, upgraded and accelerated.
