Article 1 In order to strengthen the classified management of municipal solid waste, promote the source reduction, recycling and harmless treatment of garbage, and standardize the classified delivery, classified collection, transportation and classified disposal of garbage, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality.

Article 2 The term "classification of domestic waste" as mentioned in these Measures refers to the behavior of classified delivery, classified collection, classified transportation and classified disposal according to the composition, utilization value and environmental impact of domestic waste and the requirements of different treatment methods.

Article 3 These Measures shall apply to the classified delivery, collection, transportation, disposal and related management activities of domestic garbage in Shinan District, Shibei District, Licang District, Laoshan District, Huangdao District, Chengyang District and jimo city, jiaozhou city, pingdu city and Laixi City.

Article 4 The classification of domestic waste follows the principles of "point first and then implement step by step", territorial responsibility and social participation.

The specific implementation area of domestic waste classification shall be delineated and announced by the municipal environmental sanitation administrative department in conjunction with the municipal government.

Article 5 The Qingdao Municipal Leading Group for Classified Collection of Domestic Waste shall be responsible for guiding and promoting the classified management of domestic waste in the whole city.

The district and municipal governments are responsible for the classified management of domestic waste within their respective administrative areas.

Sub-district offices shall, in accordance with the division of responsibilities, be specifically responsible for the classified management of domestic waste within their respective jurisdictions, and urge relevant units to fulfill the relevant obligations of classified delivery, collection, transportation and disposal of domestic waste.

Article 6 All relevant departments shall perform their duties in accordance with the following provisions:

The competent administrative department of environmental sanitation shall be responsible for the guidance, supervision and evaluation of domestic waste classification, establish the evaluation index system of domestic waste classification, and be responsible for the supervision and management of domestic waste disposal.

The education administrative department is responsible for educating the primary and secondary schools and kindergartens in the city on the knowledge of domestic waste classification, incorporating domestic waste classification education into the relevant contents of environmental education, and carrying out a series of domestic waste classification practice activities on campus.

The public security department is responsible for the supervision, guidance and coordination of the management and transportation of special vehicles for garbage sorting, and for the public security management in the process of recycling recyclable materials.

The financial department is responsible for allocating funds for garbage sorting by means of awards instead of subsidies.

The administrative department in charge of urban and rural construction is responsible for the classified management of domestic waste of housing construction and municipal engineering construction units, and for the construction of domestic waste classified collection facilities within the scope of supporting fees for infrastructure in new residential areas.

Urban management administrative law enforcement departments are responsible for investigating and dealing with illegal acts in violation of the provisions on the classification and management of domestic waste.

Land and resources, housing management department is responsible for organizing property service enterprises to carry out garbage collection in residential areas, and is responsible for the garbage collection into the credit files of property service enterprises.

The planning administrative department is responsible for the planning and site selection of garbage sorting facilities. In the review of the construction project scheme, the specific location of sanitary facilities such as garbage transfer stations and garbage collection points supporting the collection and disposal of domestic garbage should be clearly defined in accordance with the requirements of national standards.

The administrative department in charge of transportation is responsible for supervising the establishment and publicity of waste sorting facilities in transportation hubs, station management and users, and bus operators.

The commercial department is responsible for formulating and implementing industrial policies, standards and development plans for recyclable materials, supervising pilot enterprises to build a recycling system for recyclable materials, strengthening the collection, transportation and disposal of recyclable materials, building community recycling outlets in the city, and improving the community recycling network system.

The health administrative department is responsible for the supervision and management of hospital waste classification.

The audit department is responsible for auditing the implementation of the investment budget and final accounts of infrastructure projects in the garbage sorting work.

The environmental protection department is responsible for the supervision and management of hazardous waste disposal, the construction of hazardous waste disposal system in the whole city, the environmental impact assessment of the construction project of waste sorting terminal disposal facilities within the examination and approval authority, the supervision of the prevention and control of environmental pollution in the process of domestic waste disposal and recycling, the inclusion of domestic waste classification in the evaluation of green communities, and the punishment of violations of laws and regulations on environmental pollution prevention and control according to law.

The tourism administration department is responsible for organizing star-rated hotels to carry out domestic waste classification, and mobilizing tourism enterprises to carry out publicity and education on domestic waste classification in various forms.

The food and drug supervision and administration department is responsible for assisting relevant departments to carry out supervision and management on the classification of kitchen waste in catering units.

The industry and commerce department is responsible for assisting relevant departments to carry out supervision and management of garbage classification for market entities such as professional markets and farmers' markets.

Seventh community residents' committees, owners' committees and property service enterprises should actively participate in, supervise and mobilize units and individuals to put domestic garbage in different categories.

Article 8 The municipal and district (city) governments shall arrange special funds for the classified management of domestic waste, the technological innovation of resource utilization and the construction and maintenance of related facilities, which shall be included in the fiscal budget at the corresponding level.

Ninth municipal environmental sanitation management department shall formulate classification methods, classification guidelines, implementation details, etc. Domestic garbage, and make it public.

The administrative departments in charge of education, culture, radio and television, press and publication, health, etc. shall strengthen the publicity and education on the classification of domestic waste, and enhance citizens' awareness of the classification of domestic waste.

Sub-district offices shall organize publicity, education and training on domestic waste classification, and guide community neighborhood committees, owners' committees and property service enterprises to carry out publicity and education activities on domestic waste classification.

Schools should arrange classified education of domestic waste into the classroom in combination with education and teaching activities, and carry out publicity and education on classified domestic waste.

Operators and managers of newsstands, subways, airports, stations, docks, tourist attractions (spots) and other public places and public transport vehicles shall take appropriate forms to publicize and educate the classification of domestic waste.

Tenth newspapers, radio, television and other media in this city should do a good job in the publicity and reporting of domestic waste classification, and properly arrange the public welfare publicity content of domestic waste classification.

Eleventh domestic waste is divided into the following six categories:

(1) Kitchen garbage: including kitchen garbage generated by households and farmers' markets, and kitchen garbage generated by catering industry and canteens of institutions, enterprises and institutions, such as leftovers, leftovers, leaves, peels, eggshells, tea dregs, fish bones, bones, shells and other discarded foods and kitchen garbage.

(2) Hazardous waste: refers to substances that cause direct or potential harm to human health or the natural environment, including discarded small electronic products for daily use, waste paint, waste lamp tubes, discarded chemicals for daily use, expired drugs, etc.

(3) Recyclable materials refer to wastes suitable for recycling and resource utilization, including paper, plastic, glass, metal, fabric, etc.

(4) Decoration (decoration) garbage: refers to the garbage generated by units and individuals in the process of house decoration (decoration).

(5) Bulk garbage: refers to waste furniture and other items with large volume and strong integrity that need to be dismantled and reprocessed.

(6) Other garbage: refers to other domestic garbage except kitchen garbage, hazardous wastes, recyclable materials, decoration (decoration) garbage, and bulky garbage.

Twelfth garbage collection facilities and containers to implement the responsible person system:

(1) The property service enterprise is responsible for setting up domestic waste sorting collection containers in residential areas with property management.

(2) The facilities and containers for classified collection of domestic waste set by the unit shall be the responsibility of the generating or using unit (except those set up by the collection and transportation unit free of charge according to law).

(three) the establishment of facilities and containers for the classified collection of domestic waste in public places shall be the responsibility of the competent department of the place or the business management unit.

(4) In the process of new construction, renovation and expansion projects, the development and construction unit shall be responsible for the construction of domestic waste sorting and collection facilities.

The facilities and containers for classified collection of domestic waste in other areas other than those specified in the preceding paragraph shall be installed by the district and municipal environmental sanitation administrative departments.

The responsible person shall keep the facilities and containers for classified collection of domestic garbage intact and in normal use. The facilities and containers for the classified collection of domestic waste shall conform to the standards for the establishment of urban environmental sanitation facilities and the provisions on the classification marks of domestic waste.

Thirteenth environmental health administrative departments shall, in accordance with the environmental health professional planning and related standards, build domestic waste classification, transportation and treatment facilities.

Article 14 Domestic garbage shall be classified and delivered in accordance with the following provisions:

(a) the kitchen waste generated by families and farmers' markets shall be put into the kitchen waste collection container, and the unit catering waste shall be put into the catering waste collection container.

(two) hazardous waste should be handed over to the hazardous waste collection point or put into the hazardous waste collection container.

(3) Recyclable materials should be sold to the recycling point of recyclable materials.

Residents shall register with the realty service enterprise or the community residents' committee and put them in the designated place, which shall be collected by the realty service enterprise or the community residents' committee entrusted by the sanitation operation unit; Unit decoration (decoration) garbage and bulky garbage are transported by the generating unit or entrusted by a qualified collection and transportation unit to the disposal site designated by the competent administrative department of environmental sanitation.

Article 15 Classified domestic garbage shall be collected separately. It is forbidden to collect the classified domestic garbage in a mixed way.

Classified collection is the responsibility of the sanitation operation unit with the business license for domestic waste collection.

Harmful waste should collect them regularly. Garbage such as kitchen waste should be collected regularly every day.

Article 16 Domestic garbage collected by classification shall be transported by classification. It is forbidden to transport domestic garbage that has been collected by classification.

The transportation of kitchen waste, decoration (decoration) waste, bulky waste and other wastes shall be the responsibility of the sanitation operation unit with the business license for domestic waste transportation. The sanitation operation unit shall, in accordance with the requirements of the competent administrative department of environmental sanitation, transport the garbage to the designated domestic garbage transfer station or treatment field (factory).

Hazardous waste after classified collection shall meet the requirements of pollution control standards for hazardous waste storage, and the administrative departments of environmental sanitation of all districts and cities shall be responsible for temporary storage. Hazardous waste disposal enterprises shall regularly collect and transport hazardous waste to the district and municipal environmental sanitation administrative departments, and the expenses required shall be borne by the hazardous waste disposal enterprises. The transportation of hazardous waste after classified collection shall conform to the relevant national regulations on the transfer of hazardous waste and the transportation management of hazardous goods.

Seventeenth kitchen garbage, decoration (decoration) garbage, large garbage and other garbage should be disposed of by domestic garbage disposal enterprises with domestic garbage disposal business license.

Recyclable materials shall be disposed of by recyclable materials recycling enterprises or resources comprehensive utilization enterprises.

Hazardous wastes shall be disposed of by hazardous waste disposal enterprises with corresponding hazardous waste business licenses.

Eighteenth in the process of classified collection, transportation and disposal of domestic waste, the collection, transportation and disposal units shall take effective pollution prevention measures to prevent secondary pollution.

The disposal of hazardous waste shall conform to the provisions of the state on the collection, storage, transportation and disposal of hazardous waste.

It is forbidden to store recyclable materials in public areas such as sidewalks, green spaces and leisure areas.

Nineteenth environmental sanitation administrative departments, urban management administrative law enforcement departments and sub-district offices shall establish and improve the supervision and inspection system of domestic waste classification, and regularly supervise and inspect the classification of domestic waste.

Twentieth districts and cities garbage sorting work should be included in the comprehensive assessment of urban management. Units and individuals that have made outstanding contributions to the classification of domestic waste shall be commended in accordance with the provisions.

Twenty-first the implementation of domestic waste classification statistics system. Environmental sanitation operation units, hazardous waste disposal enterprises, recyclable enterprises or comprehensive utilization of resources enterprises and other units engaged in domestic waste classification shall collect, transport and dispose of domestic waste classification information in accordance with the provisions, and regularly submit it to the office of the leading group for municipal domestic waste classification collection.

Twenty-second any unit or individual who violates these measures has the right to report and complain to the administrative department of city appearance and environmental sanitation or the administrative law enforcement department of city management. After receiving reports and complaints, the accepting department shall promptly investigate and handle them, and inform the informants or complainants of the results.

Article 23 If the administrative department and its staff violate the provisions of these measures and fail to perform or improperly perform the duties related to the classified management of domestic waste, the competent department or the supervisory organ shall order them to make corrections, give informed criticism to the department, and punish the directly responsible person in charge and other directly responsible personnel according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Article 24 These Measures shall come into force on May 20 13/day and shall be valid until April 30, 20 1 8.
