The "Proposal" proposes that Hefei will strive to achieve a significant improvement in the order of the city's real estate market in about three years, effectively curb violations of laws and regulations, effectively safeguard the legitimate rights and interests of the people, continuously improve the market supervision system, basically establish a supervision information system, and significantly reduce contradictions and disputes in the real estate field. The number of complaints about housing-related letters and visits dropped sharply.

The "Proposal" points out that this special rectification focuses on real estate development enterprises, real estate intermediaries, housing leasing enterprises, property service enterprises, financial institutions, housing-related network platforms and self-media registered or operated in Hefei.

In terms of real estate development, the illegal construction of real estate development enterprises will be rectified; Not according to the construction drawing design documents development and construction; Failing to deliver the house on schedule as agreed in the house sales contract; The quality problems such as leakage, cracking and hollowing of houses are outstanding; Failing to build supporting facilities in accordance with the standards for the construction of supporting residential quarters; Illegal delivery of new commercial housing projects.

In terms of housing sales, it will rectify and publish false and illegal real estate advertisements and publish false housing information; Hoarding property and housing; Misappropriation of transaction supervision funds; Handle or assist in handling non-personal housing loans such as "commercial loans" and "consumer loans" for purchasing houses; Assisting and inducing buyers to illegally evade taxes and fees on house transactions; Illegal collection of advance payment, "tea fee" and other fees, disguised price increases; Infringe on consumers' rights and interests by using unfair format clauses; Parking spaces, storage rooms, etc. are bundled for sale. ; Fabricating and spreading false information, disrupting market order, etc.

In terms of house leasing, the operation will be rectified without submitting the opening report; Failing to submit the relevant lease information truthfully and completely as required; The network information platform fails to fulfill the responsibility of verifying the qualification of the information publishing subject; Deduct the rent deposit; Forced eviction of tenants by violence, threats, etc.; Carry out housing rental consumer loan business in violation of regulations; There are high-risk business behaviors such as "AG low output" and "long income and short payment".

In terms of property services, the behavior of not providing services in accordance with the contents and standards agreed in the property service contract will be rectified; Failing to publicize the relevant information such as the standard of property service fees, the operating income of some owners, and the use of maintenance funds. ; Charging fees beyond the standard of charging items agreed in the contract or publicized; Unauthorized use of some owners * * * to carry out business activities, embezzlement and misappropriation of some owners * * * operating income; Falsely reporting, misappropriating, defrauding or occupying special housing maintenance funds; To undertake the project or the handover procedure is not standardized, stop the property service without authorization, leave the property management area, fail to go through the withdrawal procedures according to the regulations or refuse to withdraw from the property service project without justifiable reasons.

According to the Plan, before the end of 2002110, relevant units in counties (cities), development zones and municipalities directly under the central government of Hefei will urge real estate development, real estate agencies, house leasing, property services and related financial institutions to carry out self-examination and self-correction one by one in accordance with the requirements of national, provincial and municipal special rectification for three years, and correct the existing irregularities by themselves.

For projects (enterprises) that are being sold, under construction and providing services, in principle, the review rate should reach 100% within three years.

In addition, the relevant departments in Hefei will focus on the inspection of bad enterprises in the near future, such as letters and visits from the masses, centralized complaints and media exposure, with an annual inspection coverage rate of not less than 25%. The verified violations of laws and regulations shall be promptly dealt with according to law. The Office of the Leading Group for Reorganizing the Real Estate Market Order in Hefei will organize relevant member units to monitor, evaluate, check and accept the real estate market order in counties (cities) and development zones, conduct self-examination, review and focus on inspection.
