Department Functions of Government Affairs Service Center of People's Republic of China (PRC) State Taxation Bureau

(a) to formulate rules and regulations and management measures for the logistics management, services and some administrative affairs of the organs, and to be responsible for organizing the implementation, supervision and inspection. (4) To be responsible for the operation and maintenance of the safety, communication, transportation, sanitation, catering and equipment of the organs of the General Administration, and to be responsible for the management and service guarantee of office facilities such as reception room, activity room, bathroom, barber shop, conference room, monitoring room and other living facilities for employees.

(five) to be responsible for the meeting security of the General Administration and the official reception of personnel coming to Beijing.

(six) responsible for the administration of real estate management and maintenance, staff dormitory property management and service; Responsible for the housing reform and infrastructure work of the organs.

(seven) responsible for the procurement, storage, distribution and maintenance of office materials and equipment.

(eight) responsible for greening and beautification, environmental protection, civil air defense, fire control, flood control and other work; Participate in social work such as comprehensive management, public security prevention, traffic safety and household registration management organized by the local government.

(nine) responsible for medical care, health and epidemic prevention; Organize staff physical examination and voluntary blood donation; Manage family planning work; Assist systematic medical staff to come to Beijing for treatment.

(10) Organization of logistics management.

(eleven) to complete other tasks assigned by the leadership of the General Administration. According to the above responsibilities, the agency service center consists of 8 departments:

(1) office

Coordinate and handle the daily affairs of the service center, draft and review relevant documents, and be responsible for the organization, document operation, filing, storage and seal management of meetings and activities; Formulate the internal management rules and regulations of the service center; Formulate and modify the logistics reform plan; Prepare monthly, quarterly and annual work plans and logistics trends (briefings); To be responsible for the meeting security of large-scale working meetings of the General Administration of Taxation, and purchase official car (plane) tickets; The reception system officially came to the bureau; Coordinate the work of service centers and offices (bureaus); Responsible for the division of labor.

(2) personnel department

Coordinate and handle the personnel relationship between the service center and the competent department of the organ; The staffing, organization and post setting of the service center of the administrative organ; Responsible for formulating the personnel and labor management system of the service center and compiling the personnel statistics report; To handle the appointment, removal and deployment of cadres below the service center (including division level); Review the employment plan of each office, examine and approve labor wages, and handle employee welfare work such as social insurance; Manage personnel and labor files; Responsible for the political, professional and cultural education and training of cadres and workers in the center; Responsible for organizing the training of system logistics cadres; Responsible for the assessment of cadres, workers and leading bodies of directly affiliated units; Responsible for the political examination, rewards and punishments of cadres and workers; Responsible for the examination and approval of the declaration of overseas personnel; Responsible for the recruitment, dismissal, resignation and retirement of employees; Responsible for the declaration and evaluation of professional and technical positions and technical grades of various technical personnel; Responsible for the central party affairs and discipline inspection.

(3) Finance Department

Responsible for the financial management, capital accounting and fixed assets management of the center and its directly affiliated units; Formulate internal financial management system and supervise its implementation; Prepare and report the financial plans and statements of the center, review and prepare the financial budget and final accounts; Organizing internal audit; Review the financial statements of directly affiliated units; Managing capital construction funds and working capital; Participate in the evaluation, inventory and analysis of operating assets, and participate in the assessment of public institutions.

(4) Administration Department

Responsible for the security and fire control work of the organs; Responsible for the procurement, storage, distribution and maintenance of office supplies; Manage internal fixed assets; To be responsible for the household registration management of the collective accounts of the organs; Responsible for the sanitation, environmental greening and beautification of the organs. Provide office, meeting, washing and bathing services for institutions; Responsible for coordinating with the local government to complete relevant social work; Responsible for assisting in the coordination and management of nursery schools (kindergartens), enrollment, nursery and management classes for children of government employees.

(5) Real estate office

Responsible for the management of all real estate; Formulate the management system of real estate and public property; Responsible for all kinds of real estate bidding, purchase, property registration, maintenance; Make a repair plan and use repair funds reasonably; Organize and manage the property management of staff quarters; Responsible for housing reform, housing provident fund management, flood control and civil air defense work.

(6) Transportation Department

Responsible for traffic management and vehicle management, and formulate management systems; Official vehicles, conference vehicles and staff shuttle buses for security organs; Responsible for vehicle and fuel management, vehicle maintenance and annual inspection; Responsible for the purchase, deployment and renewal of government vehicles; Responsible for traffic safety inspection, education and training; Participate in the safety inspection organized by the local government.

(7) Catering Office

Responsible for the catering service of the agency. Formulate the management system of employee dining and guest dining; Ensure that the staff of the office have official meals and receive domestic and foreign guests who come to the office of the State Administration of Taxation for dinner; Responsible for food hygiene, nutrition catering and epidemic prevention and quarantine; Responsible for the management and training of cooking personnel; Conditional for internal staff to provide self-made, processing, purchasing and other services.

(8) Equipment Technology Department

Responsible for the operation, management, maintenance and update of all kinds of equipment in the office area of the General Administration; Guide and assist business units in equipment maintenance and management; Telephone communication of security organs; Participate in organizing internal infrastructure projects and equipment transformation, participate in organizing bidding for infrastructure equipment, prepare equipment renewal plans, demonstrate technical transformation plans, and organize the implementation of technical equipment installation and construction; Manage equipment files; Responsible for purchasing and keeping all kinds of spare parts for equipment maintenance, organizing on-the-job training for professional and technical personnel, and reviewing technical post qualifications. outpatient department

Responsible for medical care, physical examination and epidemic prevention of government employees, and manage medical expenses and family planning; Organize voluntary blood donation; Assist contact organs and system cadres to come to Beijing for hospitalization; Check the catering hygiene of the institution.

sales department

Responsible for the management, service and operation of Zaolin Qianjie office building, and prepare the business plan; Using existing assets to carry out paid services for domestic and foreign operations; Manage subordinates, strengthen skills training and improve service level.

Jinsanhuan hotel

Responsible for the accommodation and reception of tax system personnel coming to Beijing, and arrange various meetings and trainings inside and outside the system as needed; Prepare the business plan and expand the business scope by using the existing conditions; Manage hotel personnel, labor and finance according to modern enterprise system and service center regulations, and organize key employees to participate in skills training; Organize the transformation of small and medium-sized infrastructure and equipment in hotels.

Beidaihe Training Center and Yantai Training Center

Responsible for arranging the summer office of the leaders of the General Administration; Receiving system model workers, advanced workers, retirees and cadres and workers on vacation; Receive all kinds of meetings and trainings inside and outside the system.
