The first is to phase out the prequalification system. Based on the continuous maturity and progress of electronic bidding technology and the great changes in the bidding market environment, the pre-qualification method can be gradually abolished, and the post-qualification method can be fully used in the bidding of engineering construction projects to effectively create an "open, fair, just, honest and trustworthy" bidding environment.

Second, the government examination and approval system can be implemented, and the use of pre-qualification methods can be strictly restricted. The government issued relevant policies to standardize the bidding behavior of engineering construction projects. General engineering construction projects and special engineering construction projects with complex structure or high technical requirements must be approved by the government. "Post-qualification review" is the norm, and "pre-qualification" is the exception.
