Shenzhen real estate stock recruitment

2 1 century business herald reporter Wu Shuying reports.

Before the opening of the fourth round of centralized land supply, many plots in Shenzhen were planned and adjusted.

According to the Shenzhen Special Zone Daily, the Shenzhen Municipal Bureau of Planning and Natural Resources recently issued a notice to adjust the planning of a number of high-quality projects, including Futian, Baoan, Longgang, Guangming and Longhua.

In this way, Shenzhen will further optimize the spatial layout of land supply, promote the balance between occupation and residence of urban functional centers and the integration of production and city, ensure housing supply through multiple channels, and improve the supporting facilities of public services in the region.

In recent years, Shenzhen has taken a number of measures to ensure housing supply, and "changing business to living" is one of the important ways. In May this year, Pingshan and Baoan in Shenzhen have also adjusted a number of commercial land to residential land.

During the Tenth Five-Year Plan period, Shenzhen will build 890,000 houses, including 540,000 public houses. On the basis of maintaining the supply during the "Thirteenth Five-Year Plan" period, it has been greatly improved again. Driven by this, the Shenzhen real estate market has also maintained a steady and healthy development.

"Business changes into life" again.

The land involved in this "commercial and residential" in Shenzhen has many very high-quality plots, lots and supporting facilities.

For example, the plot of Shenzhen International Convention and Exhibition City KF02- 1 1 was originally planned for commercial use. After adjustment, this plot is divided into two plots, one of which is a second-class residential plot with a plot ratio of 4.6, and the land area is1.1/0000 square meters, with community stadiums and convenience service stations. And the second-class residential land with a plot ratio of 4.3 and a land area of 6.5438+0.4 million square meters, equipped with kindergartens and cultural activity rooms.

Guangming, Longhua and other areas have similar planning adjustments.

Among them, plot 02-49 in the legal planning of Guangming Central District was originally planned as commercial land. According to the decision of the Shenzhen Municipal Party Committee and Municipal Government on increasing the supply of residential land, in order to speed up the bidding, auction, auction and transfer, the plot was adjusted to be a second-class residential land, and 1 public service room and 1 community children's playground were added for construction.

From this point of view, in the planning adjustment of "changing business to residence", Shenzhen has not only increased the supply of residential land, but also increased a large number of public facilities and supporting facilities in order to save and intensively use land, optimizing and improving the public service capacity of the district.

In fact, improving the public service capacity of the district is one of the considerations of "changing business to residence". In addition, in order to balance occupation and residence, the supply of residential land around transportation facilities is also accelerating.

According to the Shenzhen Special Zone Daily, Shenzhen has also concentrated on increasing the supply of residential land around rail transit facilities.

Among them, the control unit of Bid 02 in the statutory planning of the Universiade Hub Station in Longgang District and its surrounding areas was originally dominated by residential and scientific research facilities, with a total volume of 1.09 million square meters, of which the stock of construction land increased by 75,000 square meters. After the adjustment, the leading function of Unit 02 was adjusted to residential and industrial, and the total quantity was adjusted to1459,600 square meters, of which the incremental amount of existing construction land was adjusted to 444,600 square meters.

Futian, the downtown area of Shenzhen, with the authorization of Shenzhen Urban Planning Commission and the approval of Futian Administration of Shenzhen Planning and Natural Resources Bureau, has added three new residential plots, one of which is located in Jing Tian and the other two in Meilin, all of which are used for the construction of public rental housing.

Take measures to ensure supply at the same time

In recent years, Shenzhen has made frequent efforts in the supply of residential land.

In July, 20021,Shenzhen Planning and Natural Resources Bureau drafted "Several Measures on Further Increasing the Supply of Residential Land" (draft for comments), which made it clear that the original approved residential land could increase the development intensity, and the part exceeding the approved scale could be used to build saleable public rental housing; For land reserved for commercial use, you can apply to adjust part or all of the commercial building area for residential use.

This is the first time that Shenzhen has explicitly allowed commercial land to be adjusted to residential land. The background of allowing adjustment in Shenzhen is that there is a certain surplus of commercial land in Shenzhen.

According to the data of June 5438+1October 65438+September released by Savills, in the third quarter of 2022, the total stock of Grade A office buildings in Shenzhen increased by 1.3% month-on-month to 9.64 million square meters.

Savills predicts that six new projects will be delivered to the market in Shenzhen in the fourth quarter of 2022, bringing about 548,000 square meters of new supply to the market. "In view of the considerable new supply, the market will remain under pressure, and the vacancy rate in the city is expected to continue to rise."

In this context, adjusting commercial land to residential land can not only improve the problem of surplus commercial land, but also achieve the purpose of balancing occupation and residence.

Li, chief researcher of Guangdong Housing Policy Research Center, believes that changing commercial land into residential land is one of the safeguard measures for the second housing reform in Shenzhen, aiming at two purposes: one is to make the proportion of residential land about 30%, and the other is to raise the proportion of public rental housing to 60%. The measure of "changing business to residence" also helps to solve these problems.

In fact, there have been many similar actions in Shenzhen before the regulation of residential land.

On May 17 this year, Shenzhen Municipal Bureau of Planning and Natural Resources made planning adjustments to several areas of Pingshan and Baoan, among which three commercial and office land in Baozhong were adjusted to 1 second-class residential land and 1 mixed commercial and residential land; A commercial and residential mixed land in Pingshan Zhukeng was adjusted to a pure second-class residential land.

Under the protection of multiple measures, the supply of residential land in Shenzhen continues to increase.

According to the existing residential land information released by Shenzhen Planning and Natural Resources Bureau on June 10, the total number of existing residential land projects in Shenzhen is 6 12, with a total area of 1 159.98 hectares, of which 334.5438+0 1 hectare has been started. The unsold land area is 329.438+0 hectares of the land area that has been started.
