The Notice defines the basic requirements of a complete residential community, in which the scale of a complete residential community requires the establishment of a 15-minute living circle, that is, all kinds of living service facilities can be reached within a walking distance of 15 minutes, with a service radius of 800~ 1000 meters, which is connected with the management service scope of blocks and streets. The resident population in this area is 50,000-65,438+10,000, and the rail transit 1 station can be easily reached.

The Notice emphasizes that the elderly and children spend the longest time in the community, use facilities the most frequently and have limited walking ability. They are the people who should be given priority and fully guaranteed in the construction of residential communities, and need to strengthen the supporting supply of basic living services such as old-age care and child care.
