Recently, the Ministry of Housing and Urban-Rural Development issued the Notice on Printing and Distributing Guidelines for the Construction of Complete Residential Quarters (hereinafter referred to as the Notice), which clearly defined the relevant indicators and requirements for the construction of complete residential quarters.

The Notice pointed out that a complete residential community refers to a residential community with perfect basic public service facilities, convenient commercial service facilities, complete municipal supporting infrastructure, sufficient space for public activities, full coverage of property management, sound community management mechanism, and strong sense of belonging and identity among residents within walking distance.

The Notice defines the basic requirements of a complete residential community, in which the scale of a complete residential community requires the establishment of a 15-minute living circle, that is, all kinds of living service facilities can be reached within a walking distance of 15 minutes, with a service radius of 800~ 1000 meters, which is connected with the management service scope of blocks and streets. The resident population in this area is 50,000-65,438+10,000, and the rail transit 1 station can be easily reached.

The Notice emphasizes that the elderly and children spend the longest time in the community, use facilities the most frequently and have limited walking ability. They are the people who should be given priority and fully guaranteed in the construction of residential communities, and need to strengthen the supporting supply of basic living services such as old-age care and child care.

Yan Yuejin, research director of the think tank center of Yiju Research Institute, told the reporter of China Consumer News that this policy has a good inspiration for the construction of complete residential communities in China, especially in the process of renovation of old residential areas, innovation should be formed in the upgrading of property management services, renovation of old residential areas and urban renewal. It is expected that subsequent localities will conduct relevant assessments according to the requirements of supporting residential community construction.
