Regulations of Anhui Province on Property Management (202 1 Revision)
The term "property management" as mentioned in these Regulations refers to the activities of owners and property service enterprises to maintain, conserve, manage and maintain the environmental sanitation and related order in the property management area according to the property service contract. (four) guidance, supervision and management of property management bidding activities;

(six) the establishment of property management integrity file system;
(seven) other duties as prescribed by laws and regulations.
The development and reform, public security, justice, civil affairs, finance, environmental protection, urban and rural planning, urban management, industry and commerce, price, quality supervision, civil air defense and other departments of the people's governments at or above the county level shall, according to their respective functions and duties, cooperate with each other and do a good job in relevant supervision and management. (a) to guide and assist the establishment of the owners' congress and the election of the owners' committee;
(two) to guide and supervise the work of the owners' congress and the owners' committee;

(four) to coordinate and supervise the handover of property service enterprises;
(five) to coordinate and supervise the property management of old residential areas.
The residents' committees and villagers' committees shall provide assistance and cooperation. Article 7 Property management associations shall strengthen industry self-discipline, standardize industry operation behaviors, and promote property service enterprises to improve service quality and level. Chapter II Owners, Owners' Congress and Owners' Committee Article 8 The owner of a house is the owner.
The confirmation of the owner's identity is based on the real estate register or other valid documents stipulated by laws and administrative regulations. Article 9 Owners shall enjoy the following rights in property management activities:

(two) to put forward suggestions or questions to the owners' committee and the realty service enterprise;

(four) enjoy the right to use the property parts and facilities according to law, and supervise the management and use of special maintenance funds;
(five) require other owners and property users to stop infringing on the interests of * * * *;
(six) other rights stipulated by laws and regulations. Article 10 Owners shall perform the following obligations in property management activities:
(a) abide by the management statute, the rules of procedure of the owners' congress, and implement the decisions of the owners' congress and the decisions made by the owners' committee authorized by the owners' congress;
(two) abide by the rules and regulations of the use of * * * parts and facilities, the maintenance of public order and environmental sanitation in the property management area;
(three) in accordance with the relevant provisions of the state to pay special maintenance funds;
(four) to pay the property service fee in accordance with the provisions of the property service contract;
(five) to cooperate with and support the property management activities carried out by the property service enterprises in accordance with the management statute and the property service contract;
(six) other obligations stipulated by laws and regulations. Eleventh a property management area to set up an owners' meeting, by a property service enterprise to implement property management.
The division of property management areas shall fully consider the factors such as facilities and equipment, building scale, community construction, convenient management and reducing management costs, and shall be implemented in accordance with the following provisions:

(two) smaller residential areas with natural geographical connections can be merged into a property management area with the consent of their respective owners' meetings;
(three) a large residential area, and the supporting facilities and equipment can be used independently, and can be demarcated or adjusted into different property management areas;
(four) the non-residential property in the residential area should be divided into the same property management area as the residential area; Commercial, office, hospitals, schools, factories, warehouses and other non-residential properties and single commercial and residential buildings with independent facilities and equipment that can be managed independently can be divided into a property management area.
