Article 6 of the Administrative Measures for the Pre-sale of Urban Commercial Housing (OrderNo. 13 1 of the Ministry of Construction): The pre-sale of commercial housing shall be subject to a licensing system. A development enterprise shall apply to the real estate management department for a pre-sale permit and obtain a "Pre-sale Permit for Commercial Housing" when conducting pre-sale of commercial housing. Without obtaining the "pre-sale permit for commercial housing", the pre-sale of commercial housing shall not be carried out.
