Should the property fee be paid when the house is handed over or when the house is closed?

Legal analysis: when buying a house, the property fee is calculated from the date of delivery, and the property management fee generated during the construction period is paid by the development and construction unit.

Legal basis: Article 16 of the Measures for the Administration of Property Service Charges, if the property has been completed but not yet sold, or it is not delivered to the property buyer on time due to the reasons of the development and construction unit, the development and construction unit shall pay the property service fee or property service fund in full.
