This review is organized by the Office of Tendering and Procurement. Before the official start, I'd like to explain the relevant contents, methods and requirements of this technical bid evaluation: 1. Basic information of the project.

According to the provisions of the competitive negotiation document, the technical scheme review of this project shall be conducted according to the following procedures:
1, first of all, under the supervision of the audit and discipline inspection commission, organize all bidding enterprises to sign.
After going through the formalities, the audit and discipline inspection commission personnel will examine the qualifications of the power of attorney, the original ID card and the payment of the bid bond of each enterprise, and organize the enterprises to submit the technical bid documents and the U disk containing the contents of the slide presentation;
2. The review will officially start at 9: 00, and will be conducted one by one according to the signing order of each bidding enterprise. The statement time of the property service guarantee scheme is 10 minute, the experts ask questions and answer for 5 minutes, and the auditor is responsible for timing;
3. Evaluation method: The evaluation will be organized by the team leader elected by experts, and will be conducted by listening to experts' door-to-door statements, collective discussion and independent scoring by experts. Finally, the team leader will summarize and calculate the average score, and form a written evaluation opinion of experts, which will be signed by all experts for confirmation. The standard for evaluating qualified enterprises in technical bidding is a comprehensive score of more than 90 points, and qualified enterprises can enter the next stage of competitive negotiation in economic bidding.
