Article 1 In order to strengthen the management of construction waste land and create a clean and beautiful urban environment, these Measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 The collection, removal and disposal of construction dregs within the urban planning area of this Municipality must abide by these measures. Article 3 The term "construction waste soil" as mentioned in these Measures includes construction waste and engineering muck.

Construction waste refers to the waste such as waste soil and materials produced by construction units or individuals in the process of construction, laying, demolition and repair of various buildings, structures and pipe networks.

Engineering muck refers to a large amount of earthwork produced by land leveling and foundation excavation in the process of engineering construction, which can be used after treatment. Fourth Xiamen city construction administrative departments in charge of the city's construction waste land management. The district construction administrative departments are responsible for the management of abandoned soil within the scope of division of labor.

Municipal, planning, land, environmental protection, public security and other departments shall, within the scope of their respective duties, manage the construction waste soil.

City construction waste management agencies specifically responsible for the daily management of construction waste. Article 5 The construction units and individuals shall be responsible for the collection, removal and disposal of construction waste soil according to the management principle of "whoever produces it is responsible". Sixth construction waste and engineering residue should be classified and piled up.

It is forbidden to dump construction waste anywhere. No unit or individual may occupy green space or pile up construction waste soil on the road. Seventh construction waste collection, removal and disposal of social services, the implementation of paid fees. The charging standard must be approved by the price management department. Eighth construction waste disposal sites and transfer stations must be incorporated into urban planning and rationally distributed.

Where depressions, abandoned ponds and coastal beaches are used as disposal sites for construction waste soil, the planning, land and environmental protection departments shall determine the types, scope and elevation of construction waste soil disposal. Planning, land, environmental protection and other departments shall give a reply within 15 days from the date of receiving the application for determining the construction waste disposal site. Article 9 Construction units and individuals that produce more than 50 cubic meters of construction waste soil shall declare the type and quantity of construction waste soil to the construction waste soil management institution 10 before the start of construction; If the construction units and individuals have the conditions to arrange the disposal site of construction waste soil by themselves, they shall also provide the red line map of the disposal site, the owner's acceptance certificate and related materials. Tenth construction waste management institutions after receiving the declaration, it shall make a decision within 5 days according to the following circumstances:

(a) the construction units and individuals can not arrange their own disposal sites, they should arrange their own disposal sites and transportation routes;

(two) if the construction unit and individual arrange the disposal site by themselves, it shall verify the declared disposal site and confirm whether the disposal site is true and whether the transportation route meets the requirements; If the disposal site is untrue, the construction waste management institution shall arrange the disposal site and transportation route for it.

The transport route and time of transport vehicles shall comply with the relevant provisions of the traffic management department of public security. Eleventh units and individuals that produce less than 50 cubic meters of construction waste soil shall pile up construction waste soil at the place designated by the property management enterprise within the area where property management is implemented. Property management companies shall promptly organize the removal of abandoned soil from buildings, and charge corresponding fees according to regulations. In areas where property management has not been implemented, units and individuals that produce construction waste soil may entrust professional vehicles and ships to transport construction waste soil for removal.

Sporadic building waste soil is gradually transported in bags. Twelfth vehicles and ships engaged in the transportation of construction waste shall be registered with the construction waste management institution.

Construction units and individuals that produce more than 50 cubic meters of construction waste can apply for registration of construction waste transport vehicles and vessels while reporting to the construction waste management institution. Thirteenth transport vehicles and ships that transport construction waste soil shall carry their registration certificates with them, drive and unload according to the designated transport routes and disposal sites, and accept inspection at any time. Article 14 Vehicles transporting construction waste soil must be covered tightly according to regulations, with neat appearance and clear number plate and extension number, and shall not overflow, scatter, leak or entrain construction waste soil to pollute the road surface. Fifteenth construction waste transport vehicles in and out of the disposal site, should obey the command of the site management personnel, according to the requirements of unloading construction waste. Sixteenth construction projects need to landfill construction waste, construction units and individuals shall declare the quantity and types of construction waste to the construction waste management institutions, and the construction waste management institutions shall make adjustments according to the declaration. Construction waste soil management institutions can not be adjusted, it should inform the construction units and individuals to solve their own problems within the same day.

Where construction waste land needs to be buried in depressions, abandoned ponds and coastal beaches that are not disposed of, the relevant units or individuals shall file a declaration with the construction waste land management institution. During the review, the management institution of construction waste soil reported the type, scope and elevation of construction waste soil landfill to the planning, land and environmental protection departments for determination, and promptly notified relevant units or individuals to carry out landfill according to the type, scope and elevation of construction waste soil determined by relevant departments.

There is no charge for the use of construction waste soil in disposal sites and transfer stations. Article 17 After obtaining the land use right, the construction units and individuals shall strengthen the management of the proposed site before the project starts, build building enclosures and management houses according to the regulations, and shall not arbitrarily pile up construction waste soil and other wastes to keep the site clean and tidy.

Management houses and building fences built on construction sites on both sides of urban primary and secondary roads shall use movable houses and movable fences.
