Can the owners' committee change the property?

Of course. The owners' committee is composed of owners' representatives in the community (the number of industry committees is generally an odd number from 5 to 1 1), representing the interests of owners. According to Article 946 of the Civil Law of People's Republic of China (PRC), the owner has the right to terminate the contract at will: if the owner decides to dismiss the property service provider according to legal procedures, the property service contract may be terminated. If it decides to dismiss, it shall notify the property service provider in writing 60 days in advance, unless the notice period is otherwise stipulated in the contract. So the owners' committee can change the property.

The owners' committee generally holds a meeting of owners when changing the property, and the owners vote to change the property company.
