Legal analysis: No need. After the owners' committee is established according to law, the property management contract signed by the owners' committee and the property company is binding on all owners. Therefore, no matter whether the owner himself has signed a property management contract with the property company, as long as the owners' committee has signed a contract with the property, or even several parties have not signed a contract but the property has provided services, the services provided by the property should be compensated.

Legal basis: Article 34 of the Property Management Regulations, the owners' committee shall conclude a written property service contract with the property service enterprise selected by the owners' congress.

Property service contracts shall stipulate property management matters, service quality, service fees, rights and obligations of both parties, management and use of special maintenance funds, property management premises, contract term, liability for breach of contract, etc.
