There is no exemption from the Regulations, but disabled people need not only the care of the state, but also the care of the whole society and the whole people. According to the "Regulations on Property Management" and the "Measures for the Administration of Property Service Charges", it is not expressly stipulated that disabled people do not need to pay property fees. Residential areas belong to all owners. Property management fee is the fee charged by the property management company to the owners for the maintenance, conservation and management of the houses, supporting facilities and related sites, and for maintaining the environmental sanitation and order in the relevant areas. As long as they are owners in the community, they need to pay property fees.
