Article 39? The following units shall establish a full-time fire brigade to undertake the fire control work of their own units:

(a) large nuclear facilities, large power plants, civil airports and major ports;

(2) Large enterprises that produce and store inflammable and explosive dangerous goods;

(3) Large warehouses and bases for storing important combustible materials;

(4) Other large enterprises with greater fire risk and far away from the national comprehensive fire rescue team, except those specified in 1, 2 and 3;

(five) the management unit of ancient buildings listed as national key cultural relics protection units far away from the national comprehensive fire rescue team.

Problems existing in current property fire safety management

(A) property management companies pay insufficient attention to fire safety. Property management personnel's subjective consciousness is not strong. Some property managers don't know the fire control work clearly, pay insufficient attention to it and take few measures. Some property management companies overemphasize "service" for owners and property users, and they don't want to take care of fire safety issues. The property warranty responsibility of real estate development enterprises and construction units is highly dependent on the inspection and maintenance units of building fire protection facilities. There is a high expectation for the autonomy and self-discipline of the owners and business premises and the guidance and intervention of the administrative department, which leads to lax control over the use of the owner's entrance decoration, inadequate tracking service management, untimely maintenance when fire-fighting facilities are found to be faulty or damaged, and failure to actively implement management, actively solve problems and take responsibility.

(B) the property fire safety management system is not perfect. Property fire safety management involves tangible management such as the maintenance of fire facilities in the property area and intangible management such as daily fire management of users, while the scope of work and legal responsibilities that property service enterprises should perform are often unclear, resulting in a large number of contradictions and disputes in property fire safety management. A sound fire organization in residential areas is generally composed of fire prevention leading group, full-time fire prevention office, grass-roots fire prevention responsible person, professional and voluntary fire fighters, with perfect post responsibilities and workflow, and personnel perform their duties step by step. However, in reality, some residential fire control institutions have not been really implemented, fire control management organizations have not been well established and improved, various fire control rules and regulations have not been perfected, and fire safety management responsibilities at all levels have not been implemented.

(3) The fire safety awareness of the owners is weak. The owner lacks fire fighting skills and the ability to deal with fires is insufficient. Because the residents' fire awareness is weak, they do not pay attention to the fire performance of fire-retardant materials during decoration, but use a large number of combustible materials for decoration, which increases the fire risk. Electric cars are parked in evacuation passages to charge, and high-power appliances such as induction cookers and ovens are widely used. The power lines are overloaded, which accelerates the aging of the lines and leads to line failures and fires. When there is a fire, you can't calmly analyze how to escape and save yourself, and you don't know anything about the use of fire-fighting equipment.

(D) The management of the parking phenomenon by the property company is not standardized. It is a prominent problem that private cars and electric cars are parked in disorder and occupy fire lanes in residential areas. A few communities set up road stakes and fences at the entrance; Some property companies refuse to manage private cars to occupy fire lanes on the grounds that parking spaces can't meet the needs of owners, or the owners of residential areas have a weak sense of fire control, thinking that it is not illegal to occupy fire truck passages, and they don't understand and ignore the management of relevant law enforcement departments and property companies. The inaction of the property company, coupled with the chaotic parking of the community owners, has buried a fire hazard.
