If there is no heating, does the property have the right to cut off the owner's heating pipe? Is this reasonable?

Hello, no. If you don't use heating, you must report to the heating company first.

Matters related to application for stopping heating: (1) The customer submits an application to the customer service center of heating corporation with the original property right certificate and the original owner's ID card, and fills in the registration form for stopping heating business; (2) The house that the customer applied to stop heating did not default on the heating fee; (3) The customer pays the off-supply working hours and related expenses according to the standards approved by the price department; (4) All the houses for which heating customers apply for stopping supply need to be stopped (partial stop supply and demolition are not allowed); (5) Customers with decoration or other obstacles around heating facilities must dismantle them themselves; (6) After the supply is stopped, it will not affect the heating of other customers; (7) within the prescribed time limit. Each management station shall sign for stop/reheat in time, and the stop/reheat shall be controlled by households within 7 days before September 30; In case of continuous heating, the heating should be stopped/resumed within 10 days.

Hope to adopt!
